Keep Mysuru’s Roads Safe and Public Spaces Free of Flex Clutter

ನಮ್ಮ ಮೈಸೂರಿನ ರಸ್ತೆಗಳನ್ನು ಸುರಕ್ಷಿತವಾಗಿಡೋಣ, ಸಾರ್ವಜನಿಕ ಸ್ಥಳಗಳನ್ನು ಫ್ಲೆಕ್ಸ್ ಗೊಂದಲದಿಂದ ಮುಕ್ತವಾಗಿಡೋಣ

ನಮ್ಮ ರಸ್ತೆಗಳು ಜನರಿಗಾಗಿ — ಪೋಸ್ಟರ್ ಯುದ್ಧಗಳಿಗಾಗಿ ಅಲ್ಲ.

English
Mysuru is known for its tree-lined avenues, broad roads, historic architecture and relatively uncluttered public spaces. As a heritage and tourist city, that character is worth protecting.

But increasingly, very large temporary flexes and banners are appearing along roads, junctions, circles and footpaths.

Road safety: Large temporary structures close to traffic raise concerns about wind stability, visibility, driver distraction and responsibility if one collapses or contributes to an accident.
Environment and visual pollution: Short-lived banners create unnecessary waste and steadily degrade public spaces.
A permanent cycle: There is no shortage of occasions for new banners — birthdays, festivals, political promotion, new appointments, felicitations, visits by dignitaries and public events. Even when one batch is removed, another soon takes its place.
Poster wars: Once one group puts up a giant flex, others are encouraged to respond with something bigger. Our roads and circles should not become a competition for visual dominance.
This campaign is not against any political party, organisation, religion or individual. The same rules should apply to everyone.

We ask Mysuru City Corporation, Mysuru Traffic Police and the District Administration to:

Remove unauthorised flexes and temporary structures from roads, footpaths and public spaces.
Require road-safety and structural-safety checks for large installations near carriageways.
Require every authorised display to visibly show its permit number and expiry date.
Prohibit structures that obstruct footpaths, sightlines or create a foreseeable safety risk.
Publish clear rules on size, location, duration and responsibility in case of an accident.
Protect Mysuru’s major avenues, circles, heritage areas and tourist corridors from visual clutter.
Apply the rules equally to everyone.
Cities lose their character gradually — one encroachment, one hoarding, one unsafe structure and one tolerated flex at a time.

Mysuru should not allow this to become normal.

ಮೈಸೂರು ತನ್ನ ಮರಗಳಿಂದ ಆವೃತವಾದ ವಿಶಾಲ ರಸ್ತೆಗಳು, ವೃತ್ತಗಳು, ಹಳೆಯ ಕಟ್ಟಡಗಳು ಮತ್ತು ತುಸು ನೆಮ್ಮದಿಯ ಸಾರ್ವಜನಿಕ ವಾತಾವರಣದಿಂದಲೇ ವಿಶಿಷ್ಟ. ಪಾರಂಪರಿಕ ಮತ್ತು ಪ್ರವಾಸಿ ನಗರವಾಗಿರುವ ಮೈಸೂರಿನ ಈ ಸ್ವರೂಪವನ್ನು ಕಾಪಾಡುವುದು ನಮ್ಮೆಲ್ಲರ ಹೊಣೆ.

ಆದರೆ ಇತ್ತೀಚೆಗೆ ದೊಡ್ಡ ದೊಡ್ಡ ಫ್ಲೆಕ್ಸ್‌ಗಳು ಮತ್ತು ಬ್ಯಾನರ್‌ಗಳು ಪ್ರಮುಖ ರಸ್ತೆಗಳು, ಜಂಕ್ಷನ್‌ಗಳು, ವೃತ್ತಗಳು ಮತ್ತು ಪಾದಚಾರಿ ಮಾರ್ಗಗಳ ಪಕ್ಕದಲ್ಲಿ ಹೆಚ್ಚಾಗಿ ಕಾಣಿಸುತ್ತಿವೆ.

ರಸ್ತೆ ಸುರಕ್ಷತೆ: ಇಂತಹ ದೊಡ್ಡ ತಾತ್ಕಾಲಿಕ ರಚನೆಗಳು ವಾಹನ ಸಂಚಾರದ ಹತ್ತಿರ ನಿಂತಿರುವಾಗ ಗಾಳಿಯಲ್ಲಿ ಎಷ್ಟು ಸುರಕ್ಷಿತ? ಚಾಲಕರ ಗಮನ ಬೇರೆಡೆ ಸೆಳೆಯುವುದೇ? ದೃಷ್ಟಿಗೆ ಅಡ್ಡಿಯಾಗುವುದೇ? ಯಾವುದಾದರೂ ರಚನೆ ಬಿದ್ದರೆ ಅಥವಾ ಅಪಘಾತಕ್ಕೆ ಕಾರಣವಾದರೆ ಹೊಣೆ ಯಾರದು?
ಪರಿಸರ ಮತ್ತು ದೃಶ್ಯ ಮಾಲಿನ್ಯ: ಕೆಲವೇ ದಿನಗಳ ಬಳಕೆಗೆ ಇಷ್ಟು ದೊಡ್ಡ ಬ್ಯಾನರ್‌ಗಳನ್ನು ಹಾಕುವುದು ಅನಗತ್ಯ ತ್ಯಾಜ್ಯಕ್ಕೂ ಕಾರಣ, ನಗರದ ರೂಪಕ್ಕೂ ಧಕ್ಕೆ.
ಇದು ನಿಲ್ಲದ ಚಕ್ರ: ಹುಟ್ಟುಹಬ್ಬ, ಹಬ್ಬ, ರಾಜಕೀಯ ಪ್ರಚಾರ, ಹೊಸ ನೇಮಕಾತಿ, ಸನ್ಮಾನ, ಗಣ್ಯರ ಭೇಟಿ, ಸಾರ್ವಜನಿಕ ಕಾರ್ಯಕ್ರಮ — ಕಾರಣಗಳಿಗೆ ಕೊರತೆಯೇ ಇಲ್ಲ. ಒಂದು ಬ್ಯಾಚ್ ಫ್ಲೆಕ್ಸ್ ತೆಗೆದರೂ, ಮತ್ತೊಂದು ತಕ್ಷಣ ಅದರ ಜಾಗ ಹಿಡಿಯುತ್ತದೆ.
ಪೋಸ್ಟರ್ ಯುದ್ಧ: ಒಂದು ಗುಂಪು ದೊಡ್ಡ ಫ್ಲೆಕ್ಸ್ ಹಾಕಿದರೆ, ಇನ್ನೊಂದು ಅದಕ್ಕಿಂತ ದೊಡ್ಡದನ್ನು ಹಾಕುವ ಸ್ಪರ್ಧೆ ಆರಂಭವಾಗುತ್ತದೆ. ನಮ್ಮ ರಸ್ತೆ, ವೃತ್ತಗಳು ಇಂತಹ ಸ್ಪರ್ಧೆಯ ವೇದಿಕೆ ಆಗಬಾರದು.
ಈ ಅಭಿಯಾನ ಯಾವುದೇ ಒಂದು ರಾಜಕೀಯ ಪಕ್ಷ, ಸಂಘಟನೆ, ಧರ್ಮ ಅಥವಾ ವ್ಯಕ್ತಿಯ ವಿರುದ್ಧವಲ್ಲ. ಒಂದೇ ನಿಯಮ ಎಲ್ಲರಿಗೂ ಅನ್ವಯಿಸಬೇಕು.

ನಾವು ಮೈಸೂರು ಮಹಾನಗರ ಪಾಲಿಕೆ, ಟ್ರಾಫಿಕ್ ಪೊಲೀಸ್ ಮತ್ತು ಜಿಲ್ಲಾ ಆಡಳಿತವನ್ನು ಕೆಳಗಿನ ಕ್ರಮಗಳಿಗೆ ಒತ್ತಾಯಿಸುತ್ತೇವೆ:

ಅನಧಿಕೃತ ಫ್ಲೆಕ್ಸ್‌ಗಳು ಮತ್ತು ತಾತ್ಕಾಲಿಕ ರಚನೆಗಳನ್ನು ಸಾರ್ವಜನಿಕ ರಸ್ತೆ, ಪಾದಚಾರಿ ಮಾರ್ಗ ಮತ್ತು ಸ್ಥಳಗಳಿಂದ ತೆರವುಗೊಳಿಸಬೇಕು.
ದೊಡ್ಡ ರಚನೆಗಳಿಗೆ ರಸ್ತೆ ಮತ್ತು ರಚನಾ ಸುರಕ್ಷತಾ ಪರಿಶೀಲನೆ ಕಡ್ಡಾಯವಾಗಬೇಕು.
ಪ್ರತಿಯೊಂದು ಅನುಮೋದಿತ ಫ್ಲೆಕ್ಸ್ ಮೇಲೂ ಪರವಾನಗಿ ಸಂಖ್ಯೆ ಮತ್ತು ಅವಧಿ ಮುಗಿಯುವ ದಿನಾಂಕ ಸ್ಪಷ್ಟವಾಗಿ ಇರಬೇಕು.
ಪಾದಚಾರಿ ಸಂಚಾರ, ದೃಷ್ಟಿಸೀಮೆ ಅಥವಾ ರಸ್ತೆ ಸುರಕ್ಷತೆಗೆ ಅಡ್ಡಿಯಾಗುವ ರಚನೆಗಳಿಗೆ ಅನುಮತಿ ಕೊಡಬಾರದು.
ಗಾತ್ರ, ಸ್ಥಳ, ಅವಧಿ ಮತ್ತು ಅಪಘಾತವಾದರೆ ಹೊಣೆಗಾರಿಕೆ ಕುರಿತು ಸ್ಪಷ್ಟ ನಿಯಮಗಳನ್ನು ಪ್ರಕಟಿಸಬೇಕು.
ಮೈಸೂರಿನ ಪ್ರಮುಖ ರಸ್ತೆ, ವೃತ್ತ, ಪಾರಂಪರಿಕ ಪ್ರದೇಶ ಮತ್ತು ಪ್ರವಾಸಿ ಮಾರ್ಗಗಳನ್ನು ದೃಶ್ಯ ಅಸ್ತವ್ಯಸ್ತತೆಯಿಂದ ಕಾಪಾಡಬೇಕು.
ನಿಯಮಗಳು ಎಲ್ಲರಿಗೂ ಒಂದೇ ರೀತಿಯಾಗಿ ಜಾರಿಯಾಗಬೇಕು.
ನಗರಗಳು ತಮ್ಮ ಸ್ವಭಾವವನ್ನು ಒಂದೇ ದಿನದಲ್ಲಿ ಕಳೆದುಕೊಳ್ಳುವುದಿಲ್ಲ — ಒಂದು ಅತಿಕ್ರಮಣ, ಒಂದು ಹೋರ್ಡಿಂಗ್, ಒಂದು ಅಪಾಯಕರ ರಚನೆ, ಒಂದು ಸಹಿಸಿಕೊಂಡ ಫ್ಲೆಕ್ಸ್ ಹೀಗೆ ನಿಧಾನವಾಗಿ ಕಳೆದುಕೊಳ್ಳುತ್ತವೆ.

ಮೈಸೂರು ಇದನ್ನು ಸಾಮಾನ್ಯವಾಗಲು ಬಿಡಬಾರದು.

ನಮ್ಮ ರಸ್ತೆಗಳು ಜನರಿಗಾಗಿ — ಪೋಸ್ಟರ್ ಯುದ್ಧಗಳಿಗಾಗಿ ಅಲ್ಲ.
