

Crowdjustice Fundraising Campaign
Thanks to the incredible support of our local community, we’ve raised £20,000 for Legal Action to stop Project Flourish until measures are in place to protect public health and safeguard the environment This is a huge milestone — but the situation is evolving rapidly! Here's where we stand.
Mayor of London – Decision Pending re Project Flourish
RBKC approved Project Flourish in Nov, 2025, but we're still waiting for the Planning Committee to send Ballymore's plan to the Mayor of London for Stage 2 Review. Because of the size, scale and complexity pf the development, it's the Mayor who will ultimately approve or reject the plan. Over the last few months, a coalition of residents and local councilors from Brent, Westminster and North Kensington emailed the Mayor asking him to "call-in” Project Flourish for a public hearing. A Mayoral call-in would gives residents an opportunity to challenge the development at a public hearing with evidence based reports, expert testimony and top legal representation before any final decision is made.
New Emergency Powers (May, 2026)
New Emergency Powers give the Mayor expanded authority to fast-track developments (despite low % affordable housing) The Mayor can choose to dispense with the need for a lengthy public hearing and opt instead, for a quick review of written submissions! which he will take into account before he makes his final decision With these new powers, there's even a possibility the Mayor could fast track St William's plan and review it jointly with Project Flourish as 'linked' proposals for the site.
Legal Pathways Ahead.
If we win our case and the Mayor rejects Project Flourish, Ballymore could still appeal through a Planning Inspector’s Inquiry. If we lose, and the Mayor approves, we can challenge that decision in the High Court The introduction of emergency powers to fast track planning application has created new legal triggers, timelines and uncertainty — meaning our legal strategy must adapt quickly.
Next Steps
Because of these changes, we’re extending our CrowdJustice campaign for another month, with a stretch target of £10k Any additional funding raised will increase our ability to respond to any legal scenario with 'best in class' legal representation..
As soon as RBKC send Ballymore's plan to the GLA, the Mayor has 14 days to either set a date for a Public Hearing or by pass the call-in completely and simply review all of the written submissions to make his decision, As we enter this new "legal phase' of the Keep Kensal Green campaign. i;d like to take this opportunity to thank everyone. who signed this petition for their fantastic support and encouragement over the last 3 years.
