Does you vote really count

Look at this image. The congressional districts change again in 2013. What I see is more conservative counties like Miami moving into mostly Democrat areas like KCK and JOCO. Why? Kansas has always been a red state. I also see western Kansas gobbling up Manhattan which used to be in District 2 with Topeka and Lawrence, two cities that are predominantly blue.
