JUSTICIA PARA CARLITOS: A Demand for Maximum Sentencing of Jeremy Del Valle

This petition addresses the demand for the maximum statutory sentence AND total denial of probation, deferred sentencing, or parole eligibility for Jeremy Randy Del Valle, a tourist from Virginia, who was the negligent, reckless driver in a fatal ‘hit and run’ accident, that resulted in the tragic and unnecessary death of Carlos “Carlitos” Cruz Morales in Vieques, Puerto Rico, in the late hours of April 24, 2024. In July 2026, the defendant pleaded guilty under Puerto Rico’s Vehicle and Traffic Law 22, Articles 4.02 (driving under the influence resulting in bodily harm/death) and 5.07 (reckless driving). https://www.lexjuris.com/lexlex/leyes2014/lexl2014127.htm
We, the undersigned members, residents, and supporters of the Vieques community, submit this petition with a profound sense of grief, urgency, and a shared demand for justice for Carlitos and his family. We respectfully but firmly urge the Fajardo Superior Court and Honorable Judge Alexis Álvarez del Valle to impose the maximum sentence allowed by law upon the defendant, and to deny ALL requests for ANY FORM of probation or deferred sentencing.
Vieques suffered an insurmountable loss when Carlitos was tragically struck and killed on his motorcycle. He was a deeply valued, irreplaceable pillar of our community. As a beloved son and brother, devoted tour guide, environmental educator, and cherished neighbor and friend, he dedicated his life to uplifting those around him through his positive energy. There is profound irony in the fact that Carlitos was killed by a tourist, when such a big part of his life was devoted to welcoming tourists to Vieques. His absence leaves a massive void and a question of justice for Viequenses. Carlitos’ untimely death is a direct consequence of the defendant's negligence. Jeremy Del Valle made a criminal choice to operate a motor vehicle recklessly, followed by the heartless decision to flee the scene of the crime; abandoning Carlitos’ body and leaving him to suffer and die alone on the side of the road.
A crime of this magnitude demands an equally significant legal consequence. Jeremy Del Valle has a prior criminal history and his actions have demonstrated his blatant disregard for human life, his profound lack of remorse, and complete abandonment of moral and civic duty. Allowing probation or a lenient sentence in this case would minimize the value of Carlitos’s life and undermine public trust in the judicial system's ability to protect innocent Viequenses and Puerto Ricans from reckless tourist behavior. To reflect the extreme gravity of this offense and to offer some measure of closure to Carlitos’ devastated family and community, we demand full accountability and maximum sentencing.
Therefore, we respectfully request that this Honorable Court:
- Imprison the defendant, Jeremy Randy Del Valle, for the maximum term permitted under the sentencing guidelines for all offenses.
- Order that all sentences run consecutively rather than concurrently, to the fullest extent allowed by law.
- Deny any and all requests for probation (including any option for an alternative house arrest program), parole eligibility, or any further delay in sentencing.

Nosotros, los miembros, residentes y simpatizantes de la comunidad de Vieques abajo firmantes, presentamos esta petición con un profundo sentido de duelo, urgencia y un reclamo compartido de justicia para Carlitos y su familia. Respetuosa pero firmemente urgimos al Tribunal de Distrito de Fajardo y al Honorable Juez Alexis Álvarez del Valle a imponer la pena máxima permitida por la ley al acusado, y a denegar TODAS las solicitudes de CUALQUIER FORMA de libertad probatoria o sentencia suspendida.
Vieques sufrió una pérdida insuperable cuando Carlitos fue trágicamente impactado y asesinado mientras conducía su motocicleta. Él era un pilar profundamente valorado e insustituible de nuestra comunidad. Como amado hijo y hermano, devoto guía turístico, educador ambiental y apreciado vecino y amigo, dedicó su vida a enaltecer a quienes lo rodeaban a través de su energía positiva. Existe una profunda ironía en el hecho de que Carlitos fuera asesinado por un turista, cuando una parte tan grande de su vida estuvo dedicada a dar la bienvenida a los turistas a Vieques. Su ausencia deja un vacío enorme y una exigencia de justicia para los viequenses. La muerte a destiempo de Carlitos es una consecuencia directa de la negligencia del acusado. Jeremy Del Valle tomó la decisión criminal de operar un vehículo de motor de manera imprudente, seguida de la desalmada decisión de huir de la escena del crimen; abandonando el cuerpo de Carlitos y dejándolo sufrir y morir solo a orillas de la carretera.
Un crimen de esta magnitud exige una consecuencia legal de igual importancia. Jeremy Del Valle tiene un historial criminal previo y sus acciones han demostrado un flagrante desprecio por la vida humana, una profunda falta de arrepentimiento y el abandono total de su deber moral y cívico. Permitir la libertad probatoria o una sentencia benevolente en este caso minimizaría el valor de la vida de Carlitos y socavaría la confianza pública en la capacidad del sistema judicial para proteger a los viequenses y puertorriqueños inocentes de la conducta imprudente de los turistas. Para reflejar la extrema gravedad de esta ofensa y ofrecer cierta medida de consuelo a la devastada familia y comunidad de Carlitos, exigimos una rendición de cuentas completa y la pena máxima.
Por lo tanto, solicitamos respetuosamente que este Honorable Tribunal:
- Encarcele al acusado, Jeremy Randy Del Valle, por el término máximo permitido bajo las pautas de sentencia para todos los delitos.
