NEW ACTION: 9 More Opportunities to Advocate for Animal Protection in China

IMPORTANT — PLEASE PERSONALIZE YOUR LEGISLATIVE PROPOSAL
Our 14-point framework is intended as a reference, not a letter to be copied word for word.
Please select the recommendations most relevant to the local consultation, introduce yourself, and explain in your own words why animal protection matters to you. You may share your personal experience with animals, your concerns about Wangwang's case, or your hopes for stronger legal protection.
A sincere, individualized proposal is more persuasive than hundreds of identical messages. It may also help reduce the chance of your submission being filtered as repetitive or unsolicited email.
Please check the official consultation notice for eligibility, submission requirements, and deadlines before sending.
Your voice matters. Make it your own.

NEW ACTION: 9 More Opportunities to Advocate for Animal Protection in China — Deadlines Begin October 30!
Wangwang's tragedy must lead to lasting change. Your voice can help turn public outrage into legal protection for animals.
Following our previous announcement of seven legislative opportunities, we have identified nine additional public consultation opportunities across China, with deadlines ranging from October 30 to November 23, 2026.
These consultations offer citizens and organizations opportunities to recommend new legislation, improve local animal-management rules, and advocate for stronger protections against animal cruelty, abandonment, and illegal dog and cat trafficking.
We urge supporters to act now, especially on the earliest deadlines.

Regarding Yulin (玉林): We have not verified the reported consultation deadline for a proposed Yulin dog-management regulation through an original official notice. We will not encourage submissions based solely on unverified social-media announcements.
How to submit your proposal
You do not need to be a legal expert to advocate for animal protection.
Please refer to our earlier Change.org update:
“New Action: 7 Chinese Cities & Provinces Are Accepting Legislative Proposals — Deadlines Starting”
That update contains our 14-point legislative proposal framework, covering the full cycle of companion-animal protection, from breeding and responsible ownership to abandonment, stray-animal management, illegal capture and trade, animal cruelty, online cruelty, juvenile intervention, enforcement, rescue, and legal accountability.
We recommend:
Choose a location with an open consultation and check its official notice.
Select 5–8 relevant points from our 14-point framework.
Include the proposed regulation's title, why it is necessary, its legal basis, and practical recommendations.
Submit through the designated official channel before the deadline.
Keep your message respectful, constructive, and focused on matters within the local government's authority.
Suggested Chinese legislative proposal title:
《关于制定〈伴侣动物保护与管理条例〉的立法建议》
For municipal government regulations, the title can be adapted to local legal authority, such as:
《关于将〈中山市伴侣动物保护与管理办法〉纳入2027年度政府规章立法计划的建议》
Please adapt the proposal to each jurisdiction rather than sending an identical letter everywhere.
Why this matters for Wangwang
Wangwang and her three newborn puppies suffered unimaginable cruelty. Their tragedy exposed gaps in animal protection, humane education, and legal accountability.
But this campaign is about more than one case.
It is about preventing the next Wangwang, the next abandoned puppy, and the next animal subjected to cruelty for entertainment or online attention.
A petition raises awareness. A legislative proposal places our demands directly before the authorities responsible for making laws.
Each constructive submission is another opportunity to demonstrate that animal protection matters to the public.
Please submit a proposal, share this update, and encourage others to participate.
Justice for Wangwang and her puppies.
Respect Life. Enact Animal Protection Laws.
尊重生命,推动动物保护立法。
Note: Deadlines and contact details above are based on previously identified official notices. Before submitting, please consult the original announcement for the applicable form, eligibility rules, and submission instructions. These are opportunities to advocate for change, not announcements that comprehensive animal-protection laws have already been proposed or adopted.
