A lady who was quite interested reached out and asked some logical questions. They said cubs may have been born, but were potentially dead. This now raises a lot more questions. Were they too killed?  How did they die? When found? Did this make it easier for them to shoot the female?  Which is what I'm confused. Mom stays with her cubs in den for 12 weeks. So what really happened? Did off-leash dogs kill them?  We need a lot more answers from our City Council Officials.
