The Issue

UTTER DEPRAVITY & CRUELTY BY A VET. These poor dogs didn't deserve this fate . No one does. 

While  we demand immediate criminal arrest, permanent license revocation, and academic expulsion forDr Asif (PrimecareClinic, Doddakannelli) and MVSc student Dr Manjunath (Hebbal Veterinary College)  for horrific acts of animal torture and illegal experimentation, this is an only start , as it has brought to light some serious flaws and breakdowns, and a lot more systemic issues  must be understood, addressed, analysed, penalised and preempted .  BEFORE MORE ANIMAL SUFFER NEEDLESSLY

A shocking case of extreme abuse and professional betrayal has come to light in Bellandur, Bengaluru. Video evidence and self-admitted conversation reveal that second-year MVSc student Dr Manjunath (with the help of Dr. Asif of Prime Care Clinic, Gear School Rd) been illegally capturing street dogs, deliberately breaking their legs, and confining them in cramped cages to conduct unsanctioned "research." and later dumping them, alive or dead. Animal welfarist and volunteers at the police station who went  to file an FIR  and later at the Prime Care clinic to shift out the suffering dogs and cat, slogged at this tragedy with utter shock and heartbreak. 

Our beloved and kind Karnataka is hanging its head on this issue. Veterinarians take a solemn oath to relieve suffering and protect life, and most of the vets do. But instead, these individuals used a registered veterinary clinic as a torture chamber and treated living, sentient street animals as disposable research material. Dr Manjunath was categoric it was merely research and not cruelty. 

This is not research—it is illegal, barbaric cruelty that violates:

  • Section 325 of the Bharatiya Nyaya Sanhita (BNS) for maiming and torturing animals.
  • Section 11 of the Prevention of Cruelty to Animals Act, 1960.
  • Federal CCSEA guidelines prohibiting unsanctioned experiments on free-roaming animals outside certified IAEC frameworks.
  • The Indian Veterinary Council Code of Ethics.

We call upon the authorities to take the following decisive actions immediately:

  • Bangalore City Police: Book both individuals under non-bailable criminal provisions, confiscate all footage/devices, and uncover the full scope/fate of all animals brought to the facility.
  • Karnataka Veterinary Council (KVC) & VCI: Permanently revoke Dr. Asif's veterinary practice license and debar Dr Manjunath from practicing veterinary medicine in India. Issue a circular and preemptive guide on these forms of cruelty. 
  • Hebbal Veterinary College / KVAFSU: Expel Manjunath immediately, investigate any faculty or guides involved in sanctioning or overseeing this illegal research, and reject any academic submissions linked to this abuse.
  • Dept. of Animal Husbandry , KAWB & GBA: Permanently seal and revoke the trade/operating license of Prime Care Clinic in Bellandur.

A five-month-old rescued  puppy, Kuttan, was directly admitted to the care of Dr Asif at Primecare Pet Hospital for a minor fracture. Dr Asif claimed that the injury was more severe and needs an operation, and charged them an advance of Rs 15,000. When the rescuers were called by the animal rights activists who were part of the raid on the hospital, they found Kutaan with a leg broken in two, and a huge gash from neck to chest (which had not been present two days earlier). The rescuers rushed Kuttan to a hospital in Sarjapur but he passed away a few hours later.. how tragic is yhu

  Medical degrees cannot be used as a shield for sadism and illegal animal experimentation.

SYSTEMIC BREAKDOWN:

Let's go a little deeper. This systemic breakdown sits at the intersection of veterinary ethics, academic oversight, and criminal liability. To hold these institutions accountable, we must address three root failures:

Curriculum Misinterpretation: The VCI Minimum Standards of Veterinary Education (MSVE) syllabus allows surgical instruction only on clinical cases needing actual medical intervention or humane, ethically sourced cadavers. Doing live, experimental bone-breaking on healthy, street-sourced animals is explicitly illegal under CCSEA/CPCSEA rules.

Institutional Negligence: Academic guides, department heads, and institutional ethics committees (IAEC) failed in their oversight duty, passively enabling illegal animal acquisition.

Clinical Malpractice: Private facilities acting as unmonitored holding cells for illegal experimentation.

Key Action Plan: Statutory, Regulatory & Academic Measures

Establish an Emergency Institutional Inquiry: KVAFSU must suspend student Manjunath and form a disciplinary board to investigate his academic guide, thesis proposal, and logbooks.
Trigger Immediate KVC Professional Disciplinary Hearing: KVC must initiate proceedings under Section 31 of the Indian Veterinary Council Act, 1984, to deregister Dr. Asif and Manjunath for gross professional misconduct.
Audit All Veterinary Research Protocols in Karnataka: Dept. of AHVS & Department of Higher Education must order a complete ethics and animal-sourcing audit across all campuses of KVAFSU.
Issue a Joint Advisory by PPAK & KVC: Demand that all registered private clinics sign a mandatory undertaking declaring they will not house, treat, or supply unrecorded community animals for unsanctioned research.

Violations & Legal Standards:

  • Moral Turpitude & Gross Misconduct: Inflicting intentional structural trauma on healthy animals violates the basic pledge to "protect animal health and relieve suffering."
  • Unregistered Clinical Experiments: Conducting surgical experimentation outside CCSEA-approved facilities and without IAEC protocol violates the Prevention of Cruelty to Animals Act, 1960.
  • Institutional Complicity: Allowing a private setup to act as a staging ground for illegal research severely tarnishes the credibility of the veterinary profession in Karnataka.

We demand that the KVC & PPAK immediately:

  • Issue an Emergency Suspension Order revoking Dr. Asif’s license to practice pending a disciplinary hearing.
  • Bar Manjunath from enrolling in any state veterinary register upon completion of his studies.
  • Issue a Binding Circular across all registered private pet clinics warning against housing unrecorded or street-sourced animals for experimental procedures.

We are writing to demand immediate administrative and academic intervention regarding the illegal experimentation ring uncovered involving Manjunath, a 2nd-year MVSc postgraduate student at Hebbal Veterinary College.

Critical Questions on Systemic Failures:

  • Syllabus vs. Depravity: VCI standards explicitly mandate humane cadaver sourcing or clinical case observation for orthopedic and other  surgery. Which academic guide or thesis committee approved research that requires or passively overlooks breaking the limbs of healthy street dogs?
  • Sourcing Lineage: Where did the department assume these test animals were coming from? How were logbooks, post-operative notes, and surgical entries validated by college faculty without verifying animal origin or IAEC clearance?
  • Lack of Internal Checks: How was a postgraduate student permitted to conduct unauthorized procedures off-campus in a private clinic without raising internal red flags?

Demands for Action:

  • Immediate Academic Expulsion: Cancel the enrollment of MVSc student Manjunath following an expedited internal ethics review.
  • Faculty Investigation: Issue show-cause notices to his academic guide, Head of Department (Surg/Ortho), and the Institutional Animal Ethics Committee (IAEC) members for gross oversight negligence.
  • Statewide Audit: The Department of Higher Education and AHVS must institute an independent audit across all veterinary institutions in Karnataka to review how live animal practice is conducted and audited.
  • Curriculum Compliance Circular: Re-issue explicit warnings that using un-consented, street-sourced animals for surgical demonstration or thesis projects is a non-bailable criminal offense. 
  • Bring in ethics and animal welfare as strong weighted subject in Veterinary curriculum
