🐾 Justice for Paul — Protect Dogs from Neglect, Cruelty, and Confinement

For three years, a dog in Gimpo was chained to a short, rusty 50cm chain — living in filth, surviving on scattered chicken feed, and drinking muddy, spoiled water. Despite his heartbreaking situation being shared online for weeks, no one came.

When CARE (Coexistence of Animal Rights on Earth) arrived, he still wagged his tail, desperate for affection, even as the chain dug into his neck. His owner couldn’t even give him a name — “It’s just a dog,” they said.

But he is not “just a dog.”
After six hours of negotiation and with the support of people watching CARE’s live stream, he was finally rescued. On his first walk in three years, he was so joyful that CARE named him Paul-ssi — “grass seed” — after the seeds that clung to his face.

Paul is now safe, but his medical exams show heartworm, cystitis, and prostate enlargement — clear evidence of long-term neglect. CARE is requesting that the city seize custody and permanently transfer ownership so he will never suffer again.

This case is not isolated.

We urgently demand immediate action in the case of Paul, a dog discovered by CARE (Coexistence of Animal Rights on Earth) after being chained to a 50 cm (less than 20 inches) leash for three years and fed only chicken feed.

Paul lived in unimaginable misery: confined to filthy, urine- and feces-soaked ground, with rusty, mud-stained bowls of water and scraps of chicken feed as his only sustenance. Despite wagging his tail and seeking human contact, he was trapped by a short, rusty chain and utterly neglected. For three years, Paul endured suffering that no dog should ever know—all while the owner ignored his most basic needs and treated his life as meaningless.

Medical examination revealed heartworm, cystitis, and prostate enlargement, direct consequences of prolonged neglect. Such cruelty is criminal under the Animal Protection Act, and the owner’s callous inaction is morally and legally indefensible.

We call on Gimpo City Hall to act immediately:

1. Seize Paul and place him into protective custody under CARE, and reimburse CARE for the medical expenses incurred for his treatment.
2. Investigate and prosecute the owner for abuse and neglect.
3. Review local enforcement procedures to prevent future cases of long-term chaining and neglect.
4. Ensure accountability for any officials who failed to act despite clear evidence of abuse.

Paul endured years of confinement, hunger, and suffering while being treated as “just a dog.” South Korea’s Animal Protection Act exists to prevent such cruelty. Failure to act is not merely neglect—it is complicity.

폴씨는 상상할 수 없는 고통 속에서 살아왔습니다. 소변과 배설물로 뒤덮인 바닥, 녹슨 진흙투성이 물그릇과 음식그릇, 닭 사료만으로 끼니를 이어가야 하는 열악한 환경 속에서도, 폴씨는 사람에게 다가가고 싶어 꼬리를 흔들었습니다. 그러나 짧고 녹슨 쇠사슬이 그를 옭아매었습니다.

3년 동안 폴씨는 누구도 겪어서는 안 될 극심한 고통을 견뎌야 했으며, 주인은 그의 기본적인 생존 요구조차 외면하며 한 생명을 잔인하게 학대했습니다.

의료 검사 결과, 폴씨는 심장사상충, 방광염, 전립선 비대증이 확인되었습니다. 이는 장기간의 방치와 학대로 인한 직접적인 결과입니다. 이러한 잔혹 행위는 동물보호법상 명백한 학대이며, 주인의 무책임한 방치는 도덕적·법적으로 용납될 수 없습니다.

이에 저희는 김포시청이 즉시 다음과 같은 조치를 취할 것을 강력히 요구합니다.

1. 폴씨의 즉각적인 격리 조치 및 케어에서의 보호, 또한 의료 치료에 소요된 비용을 케어에 환급.
2. 폴씨를 방치·학대한 주인에 대한 형사 조사 및 처벌.
3. 장기 목줄로 묶는 행위 금지 및 방치 사례를 예방할 수 있는 관할 행정 절차 검토.
4. 명백한 학대 증거에도 조치를 취하지 않은 공무원들에 대한 책임 명확화.
