

The CARE has shared an update in the heartbreaking case of Pasha, a Border Collie who died after being tied to an electric bike and dragged for over 30 minutes in extreme heat along Cheonan’s walking trail.
Despite the court recognizing the owner’s lack of remorse, failure to provide aid, and “eventual intent” in causing the dog’s death, the Daejeon District Court (Cheonan Branch) sentenced him to six months in prison suspended for two years—meaning he will serve no jail time unless he reoffends—along with community service and mandatory education.
The suspended sentence lays bare the serious shortcomings of animal cruelty laws in South Korea and fuels growing calls for “Pasha’s Law” to ensure meaningful accountability and lasting reform.
