We, the undersigned, call on the UK Parliament and the High Court to take immediate action to address the grave injustices facing Neil my son, a 9-year-old boy separated from his loving maternal family due to systemic failure and social worker misconduct, violating Neil’s safety, human rights, and legal protections.

 

📌 Incident Background:

In 2017, my two sons and I left my ex-partner, after living together for three years, because of ongoing child abuse and domestic violence.

In 2019, my youngest son Neil’s father was found to be a perpetrator of child abuse and domestic abuse by Coventry Family Court

In 2023, despite this finding, social worker Sadie Skidmore intervened and unlawfully cooperated with the father through the court, violating  Chapter 3 of the Domestic Abuse Act 2021. The law clearly states that children who are victims of domestic abuse must not be returned to the perpetrator, and their safety and well-being must be prioritized. Both Sadie Skidmore and the court failed in their legal duty to protect Neil.

To this day, Neil is forbidden from speaking Chinese, from contacting his mother and siblings, from seeing his maternal family and friends, and is even silenced when he mentions his mother. Neil said:

   "I want to kill myself so I can talk to my mum."

This is not a normal custody arrangement after domestic violence. This is systematic deprivation, linguistic and cultural discrimination, and a serious violation of Neil's human rights.

📌 1. What is happening to Neil? What Neil's feelings? 
Neil has repeatedly made heartbreaking statements during supervised visits, including:

  • When I kill myself… when I kill myself…
  • I want to talk to you, Mama. I will kill myself to talk to my mum.”
  • Why did I have to be born in this life?
  • Mama, will you still love me if I die?”
  • I wish I could go home, but it will not happen. They will not let me.”
  • Mama, don’t give me anything. He takes them away. I can’t find them.”

These words were documented and witnessed during supervised contact visits under official supervision.

These are not isolated quotes — they are repeated cries for help from a child in emotional collapse. He said these things after he was forcibly taken away from his mother and brother by social worker Sadie Skidmore and returned to the father found guilty of child abuse.

📌 2. Why is this happening? (What the father and professionals did)

Neil’s father repeatedly asked the court and social services to cut all contact between Neil and his mother’s family. The social worker and the court fully complied with these requests, despite legal duties to protect Neil as an abuse victim.

Neil’s father was found guilty of child abuse and domestic abuse in Family Court. Despite this, social worker Sadie Skidmore used violence to remove Neil from his safe home and returned him to the father. This happened in public in June 2023, while Neil was screaming, crying, and holding tightly onto his brother. Skidmore then falsely told the court that Neil was “happy to return to his father.”

Since early childhood, Neil has been:

  • Banned from speaking his mother’s language (Mandarin)
  • Forbidden to eat Chinese food or celebrate his Taiwanese identity
  • Denied contact with his sister Lulu (who does not speak English)
  • Blocked from speaking to or seeing his maternal grandparents

❗ Important Legal Note:
These actions violate multiple UK laws and international conventions, including:

  • Children Act 1989 – Child’s best interests and emotional safety
  • Domestic Abuse Act 2021 – Protection from abusers
  • Equality Act 2010 – Ban on race and language discrimination
  • Human Rights Act 1998 (Article 8) – Right to family life and identity
  • UN Convention on the Rights of the Child – Right to culture, language, and to be heard

From March 2023 to October 2024:

  • Neil was only allowed to see his mother for 1 hour per visit, under strict supervision — not for safety, but to prevent anyone from speaking Mandarin.
  • Although contact was ordered by the court, it was frequently cancelled — especially were completely canceled in Jan–Mar 2024, Sept 2024, and after Oct 2024.

Since October 2024, all contact has been completely severed — Neil is no longer allowed to see, message, or speak to his mother, siblings, or any maternal family.

These are not just injustices — they are violations of Neil’s rights under UK and international law.

Neil was safe, secure, and emotionally healthy when living with his mother, brother David, and the church-supported family from 2022 to 2023. He only began expressing suicidal thoughts and long-term trauma after being forced to return to his father.

He now suffers from:

  • Nightmares and long-term insomnia
  • Emotional shutdown and withdrawal
  • Distress at school (torn books, blacked-out writing)
  • Being too afraid to receive love, gifts, or even photos from his mother

Neil is still waiting for mental health support through CAMHS, while his trauma continues untreated.

  1. A full and independent public inquiry into Warwickshire Children’s Services and the conduct of Sadie Skidmore
  2. Immediate action to reunite Neil with his protective maternal family
  3. A full review of the Family Court’s role in allowing this harm
  4. An investigation into the discredited psychological reports that misled the court
  5. National reform to prevent forced cultural erasure and isolation in future cases

 
❗ Why this matters:
Neil is a child — not a legal pawn. His trauma, identity, and love for his family have been stripped away under the excuse of “procedure.” He has been punished for speaking Mandarin, for loving his mother, and for needing his brother.

  • 媽媽,如果我死了你還會愛我嗎?」
  • 我希望可以回家,但不會發生的。他們不會讓我回去。」
  • 媽媽,幫我留著全部東西,不要給我東西。他都拿走了,我再也找不到了。」

這不是偶爾的傷心話,而是一個被隔絕、被壓迫、被剝奪權利的孩子,在絕望中的求救聲音。

他在監管的見面中幾乎不說話,語氣低沉,眼神無望,但緊緊依偎在媽媽懷抱中,有時候偷偷告訴媽媽「我想回家」或寫下「Yaoyuan is our home」(我們家在桃園) 給媽媽。這些話是他在被嚴密監控的唯一機會中,用盡勇氣說出的。

自此 Neil 在被社工 Sadie Skidmore 以暴力手段帶離母親與哥哥、完全切斷母系家庭後,與外公、外婆、妹妹、親友、台灣家人完全隔離,甚至不能說中文或提到媽媽。他說:「我想自殺和媽媽說話。」

Neil 的父親已在家庭法院被認定為家庭暴力和虐兒的施害者。儘管如此,社工 Sadie Skidmore 仍於 2023 年 6 月,在眾目睽睽下以暴力方式將 Neil 從安全的哥哥 David 懷抱中擄走,強行交回施虐者手中。當時 Neil 嚴重驚恐、大聲哭喊並死命抱住哥哥 David,不少路人停下來關看這個暴力情景;然而 Skidmore 卻向法庭謊稱:「Neil 很開心回到父親身邊。」

他目前遭受的傷害包括:

  • 思考死亡
  • 長期失眠與噩夢
  • 在學校情緒崩潰(書本撕裂、全黑塗鴉)
  • 擔心接受任何物品或來自母親的愛(會被父親拿走)
  • 難以就醫與獲得心理支援,仍在排隊等待 CAMHS 評估

Neil 的願望很單純:

  • 『 回家見媽媽、姊姊、哥哥、外婆、家人、朋友 』、

📌 四、我們的請求:

我們要求立即停止對Neil的系統性傷害,給他回家的路:

  • 對 Warwickshire 兒童服務機構及社工 Sadie Skidmore 的行為進行獨立公開調查
  • 立即將 Neil 安全地送回母系家庭,停止持續性傷害
  • 全面檢討家庭法庭在此案中未保障兒童權益的失職
  • 調查家庭法庭接受並引用已遭駁回的假心理報告,將受害人與加害人角色顛倒
  • 推動國家層級改革,禁止種族文化歧視、語言禁令及對兒童的強制隔離


❗ 為什麼這很重要:
Neil 是一個孩子——不是法庭棋子。他的創傷、文化、與對家庭的愛被法律程序剝奪。他被懲罰的理由只是:他會說中文、他愛他的媽媽、他需要哥哥。

📌 四、我們的請求:

我們要求立即停止對Neil的系統性傷害,給他回家的路:

  • 對 Warwickshire 兒童服務機構及社工 Sadie Skidmore 的行為進行獨立公開調查
  • 立即將 Neil 安全地送回母系家庭,停止持續性傷害
  • 全面檢討家庭法庭在此案中未保障兒童權益的失職
  • 調查家庭法庭接受並引用已遭駁回的假心理報告,將受害人與加害人角色顛倒
  • 推動國家層級改革,禁止種族文化歧視、語言禁令及對兒童的強制隔離


❗ 為什麼這很重要:
Neil 是一個孩子——不是法庭棋子。他的創傷、文化、與對家庭的愛被法律程序剝奪。他被懲罰的理由只是:他會說中文、他愛他的媽媽、他需要哥哥。

如果這樣的情況可以發生在 Neil 身上——一個有明確家暴記錄、專業證人支持的孩子,那就有可能發生在任何一個孩子身上。

👉 「這不是個案,而是制度性剝奪Neil基本人權的案例。

👉   我們呼籲正義、保護與問責 —— 而不是沉默與隱瞞。
