Mackenzi Felmlee was 18 when she died—bruised, emaciated, and struggling to breathe—in a state-licensed foster home outside St. Louis.

Now, more than a year later, DCFS is refusing to release its timeline or investigative findings—even though Illinois law requires the agency to publicly report what went wrong when a child dies in its care.

Mackenzi's foster mother and grandmother have been indicted for murder and abuse, but the agency charged with protecting Mackenzi has told the public to wait, possibly for years.
