Axel, a beloved dog in our community, was brutally beaten and left for dead. He didn't attack. He didn't fight back. Axel didn’t deserve to die in fear. His story has broken the hearts of animal lovers across the Philippines and around the world. Yet despite the public outcry, Axel’s case may never reach justice because witnesses are afraid to come forward and current laws make it difficult to hold abusers accountable.

This isn’t just about one dog. Kobe had his tongue severed without cause, Mingming had her tail removed for entertainment, Snoopy suffered the stabbing of his testicles for amusement, and Whitey was violently beaten and dragged to his demise. It is about every animal in the Philippines who suffers in silence because the system meant to protect them is too weak, too slow, and too easy to escape. According to the Philippine Animal Welfare Society (PAWS), there continues to be an alarming number of animal abuse cases, many of which go unreported or unresolved. The current laws and enforcement practices are insufficient to protect these vulnerable beings. 

The Animal Welfare Act (Republic Act No. 8485) provides a foundation, but enforcement is weak and awareness remains low. Cases like Axel's demonstrate the urgent need for stricter implementation of existing laws and the development of robust frameworks to ensure accountability. Without proper legal recourse, countless animals are at risk every day.

We are calling on the Philippine government to take urgent action:

• Strengthen investigations and evidence rules for animal-cruelty cases
• Protect and support witnesses who want to speak up
• Establish proper enforcement teams and trained officers
• Fully implement and strengthen the Animal Welfare Act
• Partner closely with legitimate animal-welfare organizations

Axel’s life mattered. Every animal’s life matters.
We refuse to look away. We refuse to accept a system where cruelty goes unpunished.
