Subject: Demand for Full Accountability and Denial of Judicial Diversion in the Case of Joshua Pharr's Death

I am submitting this petition in loving memory of my son and the fight for his justice. My name is Tiffany Pharr, and I am the mother of Joshua Pharr, my beautiful 11-year-old son who was tragically killed in a car accident. My 9-year-old daughter Alexandria—Joshua’s younger sister—was also injured in the same crash. She had to be removed from the vehicle with the “jaws of life”, she suffered from two broken bones in her left wrist (the radius and ulna bones) and sustained a severe ankle injury from being pinned in the car.

Joshua’s life was tragically cut short in a devastating car accident on October 2nd, 2023, in Gardena, California, caused by Marc Randolph, my daughter’s father. Despite the heartbreaking consequences of Mr. Randolph's decision to make an illegal and unsafe left-hand turn in front of oncoming traffic, to date, he has not been arrested and currently faces only the charge of vehicular homicide without gross negligence.

Even more distressing, the court is now considering granting judicial diversion, a process that could allow Mr. Randolph to avoid serving jail time and potentially means probation and having to follow specific conditions outlined by the courts.

This is not justice.

Joshua’s life was valuable. He was a child full of promises, love, laughter, and dreams. His life mattered. My daughter now must grow up without her brother and carry the physical and emotional scars from that day. Yet the man responsible is being offered a path of leniency, as though this was just a minor traffic mistake—not a fatal crash that took a child’s life. We, the community, believe this case reflects a failure of accountability, one that sets a dangerous precedent and sends the wrong message: that a fatal, preventable act may carry no real consequences.

I am calling for full accountability. I am demanding justice for my son, Joshua.

We respectfully urge the court and prosecutorial authorities to:

  1. Reconsider the charge against Marc Randolph to more accurately reflect the seriousness of his actions and their irreversible consequences - the loss of life and injury caused.
  2. Deny judicial diversion in this case, given the gravity of the harm done.
  3. Honor Joshua’s memory by ensuring that the law is applied fairly and that accountability is not avoided under the guise of leniency. That my son’s death is not treated as a bureaucratic checkbox, but as the tragedy that it is—with the weight and seriousness it deserves.

I am not only speaking as a grieving mother, but I am also speaking as a citizen who believes that children’s lives must be protected and that justice must be served, not buried in legal technicalities. Let this not be another case where a child’s death is reduced to a line on a docket.
