WHY would Enbridge insist on this route through MN wetlands, rivers, and lakes?

Enbridge SAYS they're concerned about Minnesota's environment. But Enbridge STILL hasn't cleaned up its record spill in the Kalamazoo River. The spill occurred in late July, 2010. (And it took them 17 hours (!!) to shut down the line that was spilling oil into Michigan's creeks and rivers.) So we're REALLY curious. WHY would Minnesota's leadership allow Enbridge anywhere near the Mississippi Headwaters and MN lake country? What do you think? WHY is this route through MN waters even under consideration?
