

“Jimmy’s Law" teaching law enforcement what medical emergencies look like!
The Issue
Jimmy Newton Ubernosky served our country with distinction in the 75th Ranger Regiment. He survived combat deployments. He was an inspiration to countless young Rangers.
On October 31, 2021, Jimmy had a stroke while driving home. An off-duty deputy pulled him over.
Jimmy couldn't speak. The stroke had caused aphasia — a classic neurological symptom. Officers mistook his silence for intoxication and a deputy forcefully dragged Jimmy from his truck and slammed him to the ground. Medical transport was delayed for over 45 mins while a DUI investigation was conducted.
Jimmy lay on the pavement for nearly am hour reaching for help that was standing over him. He was charged with DUI. He was released on citations instead of being admitted as a trauma patient.
He was pronounced brain dead. The cause: a brain aneurysm from head trauma sustained when he was violently removed from his vehicle. Blood tests showed no illegal drugs.
The Effingham County Sheriff's Office investigated itself and found no wrongdoing. The statute of limitations has run out.
A decorated Army Ranger/Instructor died because no one on scene could tell the difference between a stroke and a drunk.
Jimmy's Law would fix this with three reforms:
MANDATORY MEDICAL EMERGENCY TRAINING — Every officer must be trained to recognize strokes, seizures, heart attacks, and diabetic crises. If you can't tell the difference between a medical emergency and intoxication, you shouldn't be making that call.
INDEPENDENT INVESTIGATIONS ON IN-CUSTODY DEATHS — When someone dies in custody, the investigation must be federal and independent. Departments cannot investigate themselves. Jimmy's case proved that.
UNSEAL OFFICER EMPLOYMENT RECORDS — Agencies cannot hire officers with documented misconduct histories from other departments. No more hiding skeletons in other jurisdictions' closets.
Jimmy survived everything this country sent him to. He deserved a hospital, not misuse of force and poor judgement.
