Now as part of looking into this changeover, I have been considering a wide range of topics, so let's now look at how something very trivial could result in loss of life or loss to quality of life, a dial tone!

So even at a very trivial level, especially for Rural and older individuals, we create a risk scenario at a time when every second counts.

The way dial tones work will change going forward, new education is required as on today's solution a dial tone to you means you can dial out, a dial tone in the technical world means that there is 1 uninterrupted connection between your phone and the BT exchange and the exchange has power, in the legislation world it means that if a line has a dial tone, you have the right to dial 999 so should connect even if you cannot call any other numbers.

Going forward, the dial tone simply means that 1 device in your home is powered, you router could be broken, the physical cable to your premises cut, the cabinet lost power, the BT exchange is on fire, the ISP has gone down or the VoIP exchange has been turned off, but you will still hear a dial tone.

So what does that mean in an emergency? How long do you try a phone with a dial tone that does not connect under the assumption it will work?

Don't leave people alone, don't move them, call for help, at what point do you veer away from this advice to save someones life?

Well, I am 16 steps away from my phone to my neighbours front door, so straight away, but what if you are rural? Will you keep trying a phone that does not work because you can hear a dial tone, will you do that because going to a neighbour is quite far away?

One thing we can say about people in general is, during a crisis we don't get more rational, if anything we get less rational, but if we don't have even simple information like this then, well, what would we do?
