The Gambling Commission have issued a clarification in their FAQ blog for the new licence regime. http://licensingadvertisingact.blogspot.co.uk/2014/10/42-can-licence-holders-offer-auto-rebuy.html Following further clarification of the impact of this it is now clear that poker sites can implement automated rebuys and top ups so long as the vulnerable are protected and gambling behaviour monitored. I would like to thank the Commission for responding so positively and rapidly to player concerns. This bodes well for any future issues that may arise.
