In many North Carolina counties, it is legal to leave a dog tethered to a heavy chain 24 hours a day. It is also legal to leave a dog In inclement weather which can be deadly. It is also legal to leave your dog in a cage without ever getting out for its entire life!! There are few laws that protect animals from abuse in this state. I have contacted several animal control departments and they feel their hands are tied. They want to help but by law, there is nothing they can do.
