It Could Be Your Child. Make Every Oregon School Safe
The Issue
Think about morning drop-offs. You watch your child walk through those school doors every morning and hope they are safe.
On October 15, 2026 the parents at Silver Rail Elementary in Bend did the exact same thing. That afternoon, a gunman shot his way through the locked doors. Three children and a teacher never came home. Two more were critically injured. My daughter was inside.
The doors were locked. The safety plan was in place. It wasn't enough.
Our children are sitting ducks. No child should have to survive a war zone to get an education. No parent should spend hours not knowing if their child is alive. Coming home from school should never be a matter of luck.
This could be any school in Oregon. It could be yours.
We are demanding that Oregon lawmakers pass and fully fund these six statewide school safety requirements during the upcoming 2027 legislative session:
1. Bullet-Resistant Entrances and Windows
Oregon must require and fund tested bullet-resistant glass, reinforced doors and framing, and secure entry systems at every main entrance and accessible ground-level window. Locked doors didn’t stop the shooter that entered Silver Rail. Entrances must be built to hold until help arrives, while keeping emergency exits safe and meeting fire codes.
2. Emergency Phone Access for Kids & Fast Alerts for Parents
Create a statewide emergency exception to the school phone ban so students can keep a silenced phone or smartwatch on them, to use only when safe during a real emergency. We also demand that schools be required to alert families within minutes of a lockdown and clear reunification info.
3. Put A Trained, Armed School Resource Officer at Every Single Public School
Fully fund an armed, certified SRO at every Oregon public school during school hours, with coverage when they're absent. Create a fast-track, paid training path for honorably discharged veterans and retired law enforcement. Every officer must meet full certification and screening requirements and receive school-specific training in emergency response, de-escalation, and working with children with disabilities.
4. Silent Panic Alarms for Every Teacher and Staff Member
Require wearable panic alarms that alert 911 and school emergency staff the instant they're pressed, and trigger a coordinated lockdown. Oregon's panic alarm funding expired in 2025. Restore it permanently, including regular training and maintenance.
5. Set Up Threat Assessment Teams in Every District
Fund trained teams of educators, mental health professionals, and law enforcement to identify warning signs early, intervene, and follow through with documented safety plans. Decisions must be based on behavior and evidence, while protecting student privacy and rights.
6. Secure Campus Perimeters and Controlled Access
Set statewide standards for fencing, visitor check-in, and controlled access, with anti-climb fencing where a professional assessment calls for it. Every plan must keep safe evacuation routes and emergency responder access, especially for young children and students with disabilities.
Real Funding, Accountability, and Oversight
These protections must come with real funding, dedicated state money for installation, staffing, training, and upkeep, without cutting classroom or mental health resources. We demand extra financial help for districts with fewer resources, alongside clear implementation deadlines, state oversight, and public progress reports so every parent can see what has been done.
The children and the teacher that lost their lives matter. The people still recovering matter. Every child walking into an Oregon school tomorrow matters.
We can't undo what happened at Silver Rail. But we can control what we do to make sure it doesn’t happen again.
Please sign this petition and send it to every Oregonian you know.
NOTE FROM ADRIANA: I am a single mom and a local business owner. I am launching this because our children are in danger and they need us, but I cannot run this massive effort alone. If you have organizing, administrative, or legal skills and want to help me lead this fight, please sign, check the box to stay updated, and leave a comment letting me know how you can help. Let's build a team to protect our children.
