Because different proceedings may involve different parties, claims, charges, or factual circumstances, each case number should be independently matched to the underlying court docket and official records before being attributed to a particular allegation.

The investigation also involved federal Freedom of Information Act requests and New York Freedom of Information Law requests designed to obtain records that could potentially establish what governmental agencies knew, when they knew it, what actions were taken, and whether relevant records exist that have not yet been disclosed. They deny his records every time. Because they know WE know what’s going on.

Help Ensure Reports of Stalking, Harassment, and Coordinated Abuse Are Taken Seriously and Investigated Fairly

We are calling for greater access to fair, evidence-based investigations and appropriate support for people who report persistent stalking, harassment, intimidation, unwanted surveillance, threats, or other forms of abuse.

People who report these experiences deserve to be treated with dignity. At the same time, serious accusations should be evaluated according to evidence, applicable law, and reliable investigative procedures rather than assumptions about who may be responsible.

This case concerns allegations involving my husband and circumstances that we believe warrant independent investigation by appropriate courts, government oversight agencies, civil-rights authorities, federal authorities, and investigative journalists. The purpose of this summary is to organize the factual and legal issues that have been raised throughout our prior work into one consolidated statement.

The allegations described in this document are presented for investigation and legal review. They should not be interpreted as a judicial finding that any individual, agency, officer, prosecutor, or other government actor committed a crime or constitutional violation. The purpose is to identify the facts, records, legal authorities, and potential violations that should be examined through competent investigation and discovery.

The matter has involved references to New York criminal proceedings, federal proceedings, government records, FOIA/FOIL requests, and concerns regarding governmental conduct and the handling of information and evidence.

What We Are Asking For

We ask law-enforcement agencies, courts, community organizations, technology companies, and other appropriate institutions to:

• -Take credible reports of stalking and harassment seriously.
  -Provide clear procedures for documenting and reporting repeated incidents.
  -Properly preserve and investigate relevant evidence, including messages, emails, photographs, videos, call records, location information, and other legally obtainable digital records.
  -Distinguish between firsthand evidence, witness observations, documented communications, and assumptions or interpretations.
  -Investigate identifiable individuals when there is evidence connecting them to specific unlawful conduct.
  -Protect people who provide truthful firsthand witness information from intimidation or retaliation.
  -Provide appropriate assistance to people experiencing fear, distress, isolation, or disruption of their daily lives.
  -Respect due process and the rights of anyone accused of wrongdoing.
  -Encourage responsible reporting rather than retaliation, confrontation, or vigilantism.
  -Witness and Evidence Support

We especially encourage people who have personally witnessed an incident to preserve what they actually observed.

A useful witness statement (signature) should identify the possibility:

• If you witness personally saw, heard, or received.
  Know of any dates, approximate time, and locations.
  Know the people or vehicles you witness could actually identify.
  Any photographs, recordings, messages, documents, or other evidence connected to the event of organized stalking.
  Whether the information is firsthand or was learned from another person that seen it happened.
  Witnesses should not be pressured to confirm something they did not personally observe. Likewise, people reporting harassment should not be expected to establish facts that they could not reasonably know.

Evidence-Based Accountability

Stalking and harassment can have serious consequences for a person's safety, privacy, employment, relationships, housing, and emotional well-being. Repeated unlawful conduct should be investigated when there is evidence supporting a specific allegation.

Our goal is to promote a process in which credible evidence can be documented, preserved, reviewed, and investigated fairly.

We believe that people reporting harassment deserves to be heard, witnesses deserve a safe way to provide truthful information, and accused individuals deserve due process.
