On 16 March 2023, a leaked email from the UN Resident Coordinator in Myanmar revealed that boats provided by the World Food Programme, (WFP) and the UN's Refugee Agency, UNHCR, were used to transport members of Myanmar's illegal junta from Rakhine State to Cox's Bazar. The purpose of the trip, as confirmed by the UNHCR, was to facilitate discussions between junta officials and Rohingya refugees about a pilot repatriation scheme, even though the public position of UNHCR was, and continues to be that it is too dangerous for the Rohingya to return to their homes. 

To make matters worse, the email revealed that the two UN agencies removed UN insignia from the boats and according to reliable sources, junta bodyguards took weapons onto the vessels which were hidden under tarpaulins. 

We call on the UN Secretary General, Antonio Guterres, UN High Commissioner for Refugees, Filippo Grandi, and the Executive Director of WFP, David Beasley, to launch an investigation into this serious breach of UN neutrality and the wider issues it raises about the UN presence in Myanmar. We ask them to investigate in particular the fact that UN's previous internal investigation found systemic failures during the 2017 genocide against Rohingya, and that though the UNSG accepted all the findings, none of the report's recommendations were implemented. 

While people of Myanmar are under violent attack by the junta and UN convoys and humanitarian workers across Myanmar are in danger, question marks remain over the neutrality of the UN operations. These must be transparently investigated. We also urge the UN to investigate why UN humanitarian agencies are involved in a repatriation pilot when, according to the UN's own assessment, it is too dangerous for the Rohingya to return.
