Holding Agencies Accountable Under Executive Order 13828 & Calling for Federal Intervention


Executive Order 13828—Reducing Poverty in America by Promoting Opportunity and Economic Mobility
We are updating this petition to directly address systematic non-compliance, organizational misconduct, and civil rights violations occurring within public assistance programs, emergency shelters, and local community organizations. In accordance with Executive Order 13828 ("Reducing Poverty in America by Promoting Opportunity and Economic Mobility"), which mandates program integrity, financial transparency, and the eradication of administrative abuse, we demand immediate oversight to restore lawful order and accountability across these entities.
1. The Standard: Executive Order 13828 (Program Integrity & Transparency)
On April 10, 2018, Executive Order 13828 ("Reducing Poverty in America by Promoting Opportunity and Economic Mobility") established clear federal mandates for public assistance and community welfare administration:
Program Integrity & Accountability: Mandates that every public or private entity administering or managing government-funded welfare, housing, or assistance programs must guarantee program integrity and eradicate fraud, waste, and abuse.
True Mobility & Respect: Requires programs to actively support recipients toward economic independence rather than maintaining cycles of dependency or improper administrative practices.
Fiscal Responsibility: Directs federal oversight to ensure public taxpayer funds are strictly used for legitimate recipient services, not mismanaged by private or local entities.
2. Violations by Night Shelters, True Worth Place, and Associated Entities
Local emergency shelters, service providers (including True Worth Place), named leadership like Toby Owens, and participating municipal agencies have actively violated the spirit and legal standard of Executive Order 13828:
Failure of Program Integrity: Operating with an ongoing pattern of administrative misconduct, lack of transparency, and improper treatment of vulnerable individuals seeking services.
Deprivation of Rights & Corporate-Level Mismanagement: Using shelter operations and public funding streams while ignoring standards of oversight, resulting in administrative abuse, mismanagement of resources, and corporate-level theft of rights and dignity.
Suppression & Retaliation: Suppressing accountability assessments, distorting factual complaints, and failing to provide transparent accounting of operations funded directly or indirectly by federal, state, and local resources.
3. Formal Demand for Federal Bureau of Investigation (FBI) & Federal Oversight
Because local supervisory bodies have failed to police themselves or enforce program integrity, we are formally calling on the Federal Bureau of Investigation (FBI), the Department of Justice (DOJ), and Federal
Program Inspector Generals to initiate an immediate investigation into:
Corporate-Level Mismanagement & Theft: Financial and operational audits of all federal block grants, municipal funding, and private donations distributed to local shelters and social service entities.
Civil Rights Violations: Systematic abuses, mistreatment, and constitutional violations committed against individuals utilizing public night shelters and assistance centers.
Enforcement & Restoration of Order Under Executive Order 13828: Immediate compliance reviews to enforce Executive Order 13828, restore proper legal and administrative order, and cut off funding or initiate criminal and civil enforcement against entities and individuals operating in violation of federal standards.
We demand full transparency, complete accounting, and an immediate halt to systemic corporate and administrative abuse.
