

Investigate the Financial Status and Misconducts by our Condominium Owner Association
The Issue
We, the unit owners and business owners of the Dun Huang Plaza Association in Houston, Texas, find ourselves in an untenable situation caused by the mismanagement and possible misconduct of our Condominium Owner Association (COA). Our investments in our property, business, and community, which we have worked tirelessly to maintain, are at risk. The association, which is meant to serve and protect our interests, has taken actions that extend beyond reasonable governance.
Several owners, including myself, have experienced the same issues and are fearful of speaking up due to the potential for targeted retaliation. Those courageous enough to raise their voices are, indeed, being targeted. This culture of fear has silenced many and allowed unchecked abuses to persist. Our concerns chiefly stem from a complete lack of financial transparency and selective enforcement of association covenants, which further undermines trust and community cohesion.
Recently, the COA announced their re-election (same board members for 4th year) under circumstances that appear legally questionable. These actions raise red flags over serious violations involving governance procedures, member rights, and undue authority exertion. Our community lacks complete financial records for several years despite the collection of special assessments, leading to further mistrust and suspicion of financial mismanagement. We have been paying regular assessment every months and on top of that had to pay extra 3 months of special assessment fees. Even then, the plaza failed to maintain even the most basic amenities.
In the absence of action and transparency from the association, we find ourselves helpless and in dire need of intervention from higher authorities. We are calling on the Local Government or Regulatory Body to thoroughly investigate these matters and ensure fair and just governance.
