Investigate Spotsylvania’s $5 Million New Post Soccer Fields Purchase
The Issue
On April 28, 2026, Supervisor Chris Yakabouski supported spending $5 million to purchase the former FASA soccer fields and adjoining pond/wetland parcels from New Post Sports Complex, LLC, arguing that buying now would avoid higher future costs. The acquisition budget amendment proposed transferring funds from the General Fund to the Capital Projects Fund. This accelerated spending beyond the original FY2026 field-complex schedule, which showed no expenditure for that project that fiscal year.
The Board approved the $5 million purchase by a 6–1 vote. Jacob Lane was the only dissenter. The deed is dated May 19, 2026.
What did taxpayers buy?
The County purchased three parcels from New Post Sports Complex, LLC:
- 29.12 acres containing seven natural-grass soccer fields, irrigation, drainage, fencing and a restroom/concession building with pavilion.
- 205.14 additional acres consisting predominantly of pond and wetlands with severe development limitations.
- Approximately 88% of the purchased acreage lies in those two pond/wetland parcels.
The soccer-field parcel is also deed restricted, limiting its permitted uses to specified noncommercial, nonprofit or educational recreation and education, agriculture and forestry.
The County’s combined 2026 assessed value was $1,339,100. Taxpayers paid $5 million—$3,660,900 above that assessment.
What happened before the County purchase?
- In 2011, Tricord donated the soccer-field property to FASA Holdings, Inc. Separate adjoining parcels were donated to a VYSA land-preservation entity.
- The facility was developed with seven natural-grass soccer fields, irrigation and drainage infrastructure, and a restroom/concession building with pavilion.
- In December 2022, the property transferred from FASA Holdings to New Post Sports Complex, LLC through a deed in lieu of foreclosure.
- In May 2026, the County purchased the three subject parcels for $5 million.
Why the urgency?
The seller's acquisition appraisal reported values totaling $5.42 million, but also warned that special-purpose properties attract limited buyers and may sell for less than their cost.
Residents deserve answers:
- What negotiations supported the $5 million price?
- Why accelerate the acquisition through a budget amendment?
- Were the restrictions, appraisal discrepancies and future operating costs fully evaluated?
- Were the seller’s ownership interests, EDA connections and relevant political relationships properly examined and disclosed?
What else happened that night?
At the same April 28 meeting, retirees protested proposed health-insurance changes intended to save the County $500,000. The Board deferred a final decision while approving the soccer-field purchase.
These were different funding decisions, but their contrast raises a legitimate question about priorities.
Now residents are being asked to approve more than $400 million in bonds for schools, transportation, public safety, and environmental and solid-waste projects. Projects that our tax dollars should already cover.
These bonds would authorize borrowing that must be repaid with interest. Before taxpayers entrust officials with additional debt, we deserve an independent accounting of this purchase.
We urge the Virginia Attorney General to investigate within its authority and coordinate appropriate referrals. Preserve the records, independently review the appraisal, trace the sale proceeds, examine conflicts and political influence, and determine whether public funds were mismanaged or laws were violated.
Taxpayers should not have to accept unanswered questions about millions of dollars of public money!
