Mandatory Licensing & Regulation for Animal Rescues & Transporters in Australia

The Issue

Australia Must Open Its Heart and Learn from the UK’s Devastating Tragedy

On 13 May 2024, the unthinkable came to light in Crays Hill, Essex. In what can only be described as one of the most heartbreaking and horrifying acts of cruelty, UK authorities raided Save A Paw UK—an unregistered rescue posing as a charity. What they discovered was beyond anyone’s worst nightmare: 37 dogs were found dead. Lifeless. Forgotten. Another 20 were clinging to survival, in appalling conditions that no living being should ever endure. A further 4 dogs were found deceased at the property more recently and Rahman's wife, Greta, has been charged also.

This supposed “rescue,” operated from the home of Oaveed (Obi) Rahman, had masqueraded as a sanctuary—a place of hope and healing for vulnerable, reactive dogs. In truth, it was a house of horrors.

Rahman preyed on trust. He targeted kind-hearted owners seeking better futures for their beloved pets. He lied to rescues, collected generous surrender fees, and even exploited platforms like GoFundMe to build his facade. The betrayal cuts deep.

The first sparks of truth came from a single dog owner whose concern turned into action. After receiving no welfare updates, they created a Facebook group. Their fear, sorrow, and love for their pet resonated, drawing in others who also felt the same hollow silence from Save A Paw UK. As their voices grew louder, as grief turned to unity, the authorities were finally moved to act.

Now, communities reel from the aftermath. Seven of the 37 dogs have been identified, their remains painstakingly pieced together from bones and fragments. Many more are still missing. Owners live in a suspended state of torment—wondering, waiting, hoping for closure that may never come. The emotional toll is immeasurable.

Rahman has been arrested. He pleaded not guilty. He is on remand.

Please—take a moment to hold these innocent souls in your heart. Think of the families whose trust was shattered, whose animals suffered beyond comprehension. Think of the fear those dogs must have felt. The loneliness. The confusion. The pain.

Let This Never Happen in Australia.

Australia is not immune. Every day, animals are surrendered into the hands of unregulated rescues and transporters plus posted on Free to Home groups—many operating without oversight, legal standards, or accountability.

Without mandatory licensing or inspections, loopholes remain. Animals are too easily neglected. Donations misused. Lives lost in silence.

Some so-called rescues here are known to support irresponsible breeding or prioritize profit over welfare. This must end.

We call on the Australian Governments to urgently:

 • Introduce mandatory licensing for all rescues and transporters

 • Implement regular inspections and reporting

 • Enforce strict standards of animal care and transparency

Animals feel pain, fear, and love. They trust us. They rely on us. When that trust is betrayed, it isn’t just cruelty—it’s a moral failure of society.

Let their suffering mean something. Let it move us to act.

Animal cruelty is not just a crime—it is a devastating violation of the most vulnerable. Each time it goes unpunished, we fail the voiceless who depend on us.

Help us bring change. Help us fight for justice. Help ensure no more innocent lives are lost to deceit and neglect.

Sign the petition. Raise your voice. Be their protector.

Together, we can turn grief into change—and make sure such tragedy is never repeated on our soil.
