Introduce Blight Notices for Leaseholders failed by Freeholders/Developers

The Issue

Leaseholders are unable to remortgage or sell their properties because developers/freeholders are ignoring their statutory duty to carry out fire safety measures (replacing external cladding, decking etc). There is no effective or affordable measure to compel them to do so. It's time to change that.

Proposal:

- Introduce a schedule/system leading to blight notices. (similar to compulsory purchase legislation).

- To give leaseholders the right to issue blight notices against freeholders or developers who fail to address fire safety risks.

- Which would then compel freeholders or developers to purchase the property at a fair valuation, as if the necessary safety measures had been implemented.

Benefits:

- Pressures freeholders/developers to carry out the necessary works before blight notices can be issued 

- Holds those disregarding safety standards financially responsible.

- Protects the integrity/ safety of leaseholders and enhances fire safety measures.
