Introduce a Hyperlocal tier of councils covering all of England

The Issue


Much of England is not covered by a hyperlocal level of government.
Whilst there has been some progress, including provisions in the Localism Act 2011, much of England, especially many of its urban districts are not covered by parish and town councils. Setting up new parish councils is often a drawn out process.

Introducing the right to set up new local hyper governance plus a right to ‘pull down’ as much powers and responsibilities from upper tier councils etc would help to bring services nearer to residents. More places would have control over their destiny.

There will be an English Devolution Bill introduced in 2025. The recent White Paper hasn’t mentioned a hyperlocal tier of government so introducing measures in the future bill is important. Double devolution, not just the regional mayoral level.
