

Stop Speeding! Lycee International School must shuttle in or leave.
The Issue
Russell Avenue is a quiet street that dead ends into the entrance of Lycee International French School. On December 31, 2021 the schools lease expired. We have for over 10 years been pleading with the school to do something about the parents and staff that speed in and out of the school making the street extremely unsafe. They have done nothing. Recently, they actually had their attorney send me a cease and desist letter for asking cars to slow down.
We have sent video and support letters to our Councilmember, Nithya Ramen and its always the same thing, "we are reviewing" but meanwhile 1400 cars and a full sized school bus (which I will explain the issue with that in a minute) race in and out of the school Monday through Friday.
The City of Los Angeles's own leasing department endorsed the 4 demands made by the residents and yet CD4 refused to add the shuttle service. We presented them with documentation showing how most schools located in a residential area are adopting the shuttle service including the Buckley School.
The full size school bus speeds in around 6:45AM setting off car alarms and waking residents up and get this, there is no one on the bus. Lycee uses the Russell Avenue Campus as a base camp to shuttle students that attend their Burbank campus! This is unacceptable. It's bad enough they race in and out all day long but to have a full size school bus on this small street is not okay.
All we have ever wanted was to live on a street that is safe. We never thought the school would ignore every request made but they have.
CD4 can easily add these 4 conditions to allow for the school to renew their lease:
1. Speed Bumps
2. Shuttle kids in from off site (we presented a number of locations that are close)
3. No busing students to other campuses
4. No on site COVID testing that backs cars up the entire block
These recommendations were adopted by the City of Los Angeles' leasing department and we are demanding the CD4 listens to the constituents instead of a school that could care less about the residents or safety of the people living on Russell.
