PETITION UPDATE — Clarification on Fishing at the Sea Lion Haul-Out

I received a response from the California Department of Fish and Wildlife CDFW regarding fishing activity near the sea lion haul-out at Channel Islands Harbor.

CDFW confirmed there is no fishing closure, buffer zone, or restricted area in place, and that the Marine Mammal Protection Act does not automatically prohibit fishing near sea lions.

I understand that.

However, another issue still needs clarity.

In California, a sport fishing license is generally required unless a specific exemption applies — such as fishing from a qualifying public fishing pier. CDFW defines public piers very specifically, and structures like docks, seawalls, and similar areas may not qualify.

CDFW’s Ventura County list of public fishing piers includes:
• Port Hueneme Pier
• Ventura Pier

Channel Islands Harbor is not listed.

So the key question is:

If people are fishing in this area, and it is not a license-exempt public pier, are they required to have a valid California fishing license — and who is ensuring compliance?

I am not asking to stop legal fishing. I am asking for clear rules, clear signage, and basic enforcement of existing law, especially in an area next to a protected sea lion haul-out where fishing line and debris have been documented.

If harbor authorities can post rules, then clear signage such as:
“Fishing license required in this area”
would help prevent confusion and improve compliance.

I will continue documenting and seeking answers from the appropriate agencies.
