Friends,
Article 1 of the Constitution of the State of Indiana says, "Section 18. The penal code shall be founded on the principles of reformation, and not of vindictive justice."
William Wheeler Thornton, a prominent Indiana judge, lawyer, and legal scholar of the late 19th and early 20th century once wrote, "Sometimes an innocent man is convicted, and when his innocence is made clear, he should be pardoned; for it is repugnant to all sense of justice to punish an innocent man, and if the State has secured his conviction it should speedily do all it can to wipe the stain cast upon him." (from The Government of the State of Indiana: For Use in the Public Schools, 1898)
