Every year, millions of students dedicate years of their lives to preparing for competitive examinations such as NEET, JEE, CUET, UGC-NET, and other national entrance exams. These examinations determine admission to universities and shape student's futures. Over the past 10 years 89 paper leaks(2014 - 2024) causing a lot of students to take their lives 

However, repeated controversies surrounding examination security, paper leaks, and administrative failures have weakened public confidence in the system.

We call for:

We call for the dissolution of the National Testing Agency (NTA) and the establishment of a new independent statutory examination authority. Repeated controversies have significantly damaged public confidence in the NTA. While reforms within an institution can sometimes restore trust, many students believe that a fresh institution with stronger legal safeguards, independent oversight, and transparent governance is now necessary.

Establishment of an independent national examination authority through legislation. It's leaders to be appointed with a committee of educational experts, retired judges, representatives nominated by ruling party and opposition, members of respected universities like AIIMS, IIT, IIM, NIT and others

Ruling party shall have no influence over this independent body but funding shall be done by it for enough funds to ensure fair examination. The Government should consider providing funding through the Consolidated Fund of India, similar to the financial protections available to certain independent public institutions, so that the authority can function without undue financial influence. 

Annual independent audits of examination security, cybersecurity, finances, and governance, operational efficiency with reports to be publically submitted

Annual Parliamentary Report-  The examination authority should submit a yearly report to Parliament on: Security measures, Exam performance, Complaints, Reforms implemented, collective actions taken and financial statements that were given to bank for the respective examination 

Independent investigations into any future examination security failures, with accountability based on evidence, and immediate action towards it, with clearly defined timeline. Strengthening the Public Examinations (Prevention of Unfair Means) Act, 2024. The existing Act is an important step against examination fraud. However, we believe it should be complemented by structural reforms, including:                                                                                                                                               Mandatory independent cybersecurity audits.
Annual governance and financial audits.
Mandatory public reports after every major national examination.
Time-bound investigations into security breaches.
Whistleblower protection for officials reporting misconduct.
Clear accountability mechanisms for institutional failures.

Regular consultation with students, teachers, universities, and education experts while implementing reforms.

These reforms should be initiated within 10 months and implemented in phases over 2 years
