The Issue

I am writing to you as a concerned resident of Ruskin Heights, Ruskin Hills, & Hickman Mills to urgently request an increased police presence and heightened traffic/safety patrols in our community. Over the past several months, our neighborhood has experienced a worrying rise in criminal activity, which is deeply impacting our community's sense of safety and peace of mind.

This summer, it has become almost a daily occurrence to hear multiple gunshots throughout the neighborhood. There have been multiple shootings nearby at places like our local park, Sycamore Park, where many neighbors bring their children. Multiple times a week, residents are posting on the Ring Neighborhood app saying they are hearing gunshots in their neighborhood. This is very concerning as there are multiple schools in this neighborhood. This is an amazing, diverse neighborhood, with many families and children.

Another issue has been speeding vehicles. The majority of this neighborhood does not have sidewalks, so speeding cars and bikes down the streets has become a growing concern. With speeding vehicles there has been a large amount of car break-ins, or attempted break-ins.

Some of us in the neighborhood have put together a petition to request more police presence and patrol to make us all feel, and be, more safe. We have also started a Ruskin Heights Patrol Facebook group for members of our community to post updates and information. We as a community are happy to come together to help look out for one another, and we’re hoping KCPD can be there right next to us to assist. It is our right to feel safe, secure, and happy in our homes. Many of us have small children, children are constantly playing out in their yards, or at the parks. All we want is to create a safe environment for our families and ourselves.

We are not just asking for more patrols; we seek a cooperative effort between the Kansas City Police Department (KCPD) and our community to create a lasting solution. This may include protective measures such as increased foot patrols, community policing initiatives that focus on building trust and cooperation within the community, and deployment of resources that address the underlying causes of criminal activity.

We appeal to the KCPD: help us make Ruskin Heights, Ruskin Hills, and Hickman Mills safe havens for our families again. Let our children play in parks without fear, let us gather without looking over our shoulders. By signing this petition, you support the call for a strengthened police presence, urging KCPD to prioritize our neighborhoods' safety. Stand with us in demanding action and securing a future of peace for our community. **Sign this petition** to send a strong message that we want to sleep without fear, walk without worry, and live without violence.

“Thank you to everyone who has signed this petition. I’m glad to have been made aware of it, and I want residents of Ruskin Heights and the surrounding areas to know that your concerns are being heard. I developed and lead KCPD’s Community Engagement Division, and I’m in constant communication with neighborhood associations in this area, including the Kansas City Council. This week, we discussed crime in Ruskin Heights at Monday’s Kansas City Alliance meeting, and I attended Tuesday’s Ruskin Heights Homeowners Association meeting to talk with residents directly about what’s happening in the community. I do want to note that some of the statistics cited in this petition don’t match the data I’ve been provided. Overall, crime in the area has decreased, but I understand that residents are still hearing gunfire from time to time, and that is not acceptable. Violence, homicides, and shootings are a public health emergency, and we take them extremely seriously. (1.)Increased patrols: Because of this petition, we have looked at increasing patrols in Ruskin Heights, and extra patrols will be happening. We’re reviewing the data on what’s going on in the area, and we absolutely can improve. Often, the community simply wants to see a stronger police presence, and we have no problem putting more cars in the area. We don’t always have as many cars available as we’d like, but we are working hard to bolster our numbers. Requesting extra patrols in your neighborhood is simple. You can contact our Community Interaction Officer, Mary McCall, or reach out to me directly. (2.) Violence prevention funding: One of the main questions raised at Tuesday’s neighborhood meeting was about a grant awarded to a violence prevention organization that was meant to bring resources into communities affected by violence. Mayor Pro Tem Ryana Parks-Shaw clarified that the facilitator of that funding has since left, and not all of the funds have been allocated, so the effort has been at a standstill. I know having that clarified was helpful for residents, and we’ll continue to follow it to ensure that it does become appropriately utilized. (3.) Staying safe this fall and winter: We typically see increases in shoplifting, theft, and car theft during the colder months. A few simple steps can make a real difference: • Don’t leave your car running and unattended while it warms up. • Follow a 9 PM routine: lock your car and home, turn on an outside light, and park in your garage if you can. • If your car is parked in the driveway, make sure nothing valuable is visible inside. • Close your garage door. Officers often find homes where the garage was left open. I want this community to know that I am accessible and I am accountable. If you have questions or want to speak with me, all it takes is a phone call or an email. I’m hopeful that through continued dialogue, we can work through the questions and concerns residents have and keep improving Ruskin Heights together. Thank you for allowing me to speak with you. — Major Kari Thompson Community Engagement Division, Kansas City Missouri Police Department kari.thompson@kcpd.org”
