On December 1, 2022 at 5:45 a.m. Jose Sarmento a resident of Tracy for over 52 years, was struck and killed while crossing 11th St. in a crosswalk riding his electric scooter with his lights on and reflective vest visible on his scooter. He was going to the Fresh Donut Shop for his daily coffee and donut. He had utilized this crosswalk every day for several years until he was struck and killed by an inattentive experienced driver who failed to see him who was going over the posted speed limit by 12 mph. The driver never applied his brakes until after he hit Jose Sarmento. Another car did yield to Jose Sarmento several hundred feet before the crosswalk.

This petition is for the City of Tracy to apply for a U.S. Department of Transportation Safe Streets and Roads Grant (DOT-OST-2023-0048) to fund a Lightguard Smart Crosswalk at this uncontrolled intersection along with other uncontrolled crosswalks throughout the City of Tracy. This illuminated Lightguard Smart Crosswalk has proven to increase the safety for pedestrians by 80% especially during the night and limited visibility conditions.
