Improve the Pathway Closure Plan - Telok Blangah MRT-Bukit Chermin Rd
The Issue
To: Chuan Lim Pte. Ltd., the Land Transport Authority (LTA) and the Urban Redevelopment Authority (URA)
We, the undersigned residents of Reflections @Keppel Bay and concerned citizens, petition for the preservation of the walkway access along the south side of Telok Blangah Road, between Telok Blangah MRT station (CC28) and Bukit Chermin Road.
Issue:
Chuan Lim Pte. Ltd. has proposed closing this vital walkway for over 9 months, until at least Q2 2025, for the removal of a retaining wall. This closure will significantly impact the daily commute and quality of life for hundreds of residents and commuters in the area.
Impact:
- Increased walking time: The proposed alternative route adds over 10 minutes to the current walking time of 5minutes for the section concerned.
- Safety concerns: The alternate route requires crossing three major intersections, which may increase the risk of pedestrian accidents. Additionally, pedestrians may choose to walk on the side of Keppel Bay Road with heavy traffic to save time.
- Inconvenience: This closure affects an estimated 500+ residents from Reflections @Keppel Bay alone, not counting other local commuters.
- Long-term disruption: The proposed 9+ month closure is a significant period that will disrupt daily routines and potentially impact property values.
Our Request:
We respectfully ask that Chuan Lim Pte. Ltd., the LTA and the URA to:
- Review the necessity of closing the entire walkway for such an extended period.
- Explore alternatives that would allow partial or intermittent access to the walkway during the construction period.
- If closure is unavoidable, implement measures to minimize the impact on pedestrians, such as:
- Providing a temporary walkway that doesn't significantly increase walking time
- A protected walkway alongside the road
- Reducing the timeline of the closure
- Meticulously planning the work by incrementally and sectionally dividing the retaining wall that needs to be removed.
