The Issue

Petition to Improve Refuse Collection for Barnsley Residents

We, the undersigned residents of Barnsley, submit this petition to express our serious concerns about the ongoing problems with refuse collection in our area. The inconsistent and delayed bin collections have led to multiple issues, including:  

  • Overflowing bins left uncollected for extended periods, creating an unsightly and unhygienic environment.  

  • Increased litter on streets, particularly in windy conditions, due to waste spilling onto roads and pavements.  

  • A rise in reports of vermin and associated public health risks caused by waste accumulation.

  • Confusion and disruption for residents due to uncertainty over collection schedules.  

  • Reliable and timely waste management is essential to maintaining the cleanliness, safety, and wellbeing of our community.

    Therefore, we urge Barnsley Council to take the following actions to address these issues:  

Proposed Actions for the Council:

1. Ensure Clear and Consistent Collection Schedules – Provide residents with advance notice of any changes to bin collection days and offer a clear explanation for missed collections, rather than issuing generic responses.  

2. Improve Reliability and Accountability – Strengthen performance monitoring of refuse collection services by tracking and reporting missed collections, and making these records publicly available where possible.  

3. Increase Waste Management Resources – Evaluate whether additional collection teams or more frequent collections are needed to prevent overflows and ensure effective waste management, and provide a clear plan on how this will be achieved.  

4. Enhance Communication with Residents – Implement a more responsive reporting system for missed collections, ensuring timely updates and resolutions to complaints instead of an automated response with no follow-up.  

5. Introduce Emergency Collection Measures – Establish a contingency plan for repeated missed collections, such as additional collection rounds or temporary collection points.  

6. Implement a Refuge Dashboard on the Councils' website showing a live feed of Number of Bins Collected by Colour, % and a target rating for accountability, along with an explantation from BMBC why targets fall below a threshold.

We, the residents of Barnsley, call on Barnsley Metropolitan Borough Council to take immediate and effective action to improve refuse collection services. By signing this petition, we ask our local representatives to ensure that all residents receive the waste management services they pay for and deserve.
