My name is Elizabeth Poole and  My little sister Angelina is 17 years old and currently on a ventilator due to the negligence and uneducated. What was suppose to be a fun beach day turned into a nightmare my family and I will never forget. Statistically over 4,500 people drown in the united states every year. Most of which could have been prevented. I am starting this petition to make sure the ones that can be prevented are. Scarborough state beach lifeguards are not being properly trained and or are not taking their jobs seriously. These guards are in charge of thousands of lives it's a serious job. So when a 17 year old is drowning and her sister almost drowns too trying to save her and the life guards are just chatting it up and not paying attention THATS A HUGE PROBLEM. IT takes 2 to 3 minutes for a human to drown it took them 5 just to get to her. Please sign this petition so we can ensure that these lifeguards can not only get better training but so they can't just hire anyone to be a lifeguard, there also needs to be more lifegaurds for that many people.  We need NEW TRAINING PROGRAMS. WE NEED NEW RESCUING TECHNIQUES. WE NEED OUR LIFEGAURDS TO PAY ATTENTION WHEN OUR LIVES ARE IN THERE HANDS.
