🚧 Holiday Village Road (HVR) White-Topping Work – Community Update 🛣

A coordination meeting was held on 26-May-2025 at Thalaghattapura Police Station, chaired by Police Inspector Mr. Jagadish, to address the status and challenges related to the white-topping project on Holiday Village Road (HVR).

The meeting brought together key officials from:

BBMP: Marulasiddappa (AEE)
Contractor: Md. Azharuddin
Traffic Police: Inspector Nagesh
BESCOM: Muniraju (JE) & Amit Kumar (AE)
MLA’s Office: Prakash & Arun Kumar
Resident representatives from Anand Aster, Purva Highlands, BCCHS Layout, Honey Garden, Godrej Eternity, and Sattva Misty Charm
This meeting is a culmination of consistent civic engagement by volunteers and resident representatives, and we are pleased to share the following key updates:

 
🔊 Civic Engagement & Escalations

Thanks to the active participation of residents (including Misty Charm volunteers), several critical escalations were made:

Alongside launching the Change.org petition, a group of committed civic volunteers—including a few Misty Charm residents—regularly engaged with the contractor, BBMP officials, and even our MLA to push for accountability.

During one such meeting on 22nd May, the MLA confirmed that the matter was escalated to the Deputy Chief Minister (DCM) level. The contractor was pulled up and warned that delays would not be tolerated. The DCM reportedly informed the contractor that if he didn’t speed up the HVR work, he would be blacklisted. Notably, we were told that BBMP had already fined the contractor ₹10 lakhs for poor performance on other projects.

The matter received media coverage via Times of India and News First, gaining traction especially after MP Tejasvi Surya highlighted the road condition.

While a protest on 1st Jun was planned and we sought police permission, they clarified that protests are only permitted at Freedom Park. However, to help resolve this matter, they called for the meeting as listed above.

 
🏗 Road Work Timeline

  • White-topping work has commenced from the Purva side of HVR.
  • The contractor has committed to completing the project within 4 months, targeting end of September 2025.
     
    🚦 Traffic Management & Alternate Routes

Traffic Inspector Nagesh has proposed the following plan:

  • Heavy vehicles restricted from entering HVR; only cars, two-wheelers, and selected school buses allowed.
  • Alternate routes:
    • Heavy vehicles rerouted near Godrej Eternity.
    • School buses to use Anjanapura and BCCHS Layout’s 80-feet road.
    • Dedicated traffic personnel will be deployed during peak hours throughout the construction period.
  • Internal roads and alternate routes will be phased in alignment with the work schedule.
     
    🦺 Temporary Road Safety Measures
  • The contractor will deploy a dedicated supervisor to:
    • Address potholes,
    • Fix manhole hazards,
  • Manage dust suppression via regular water spraying.
  • A WhatsApp group will be created to provide weekly updates on progress.
     
    🏗 Infrastructure & Planning Updates
  • Footpath: A narrow footpath (~0.5 meters) is planned due to limited space.
  • Stormwater Drain: While a full drain is not included, rainwater runoff channels through Saucer drains are provisioned.
  • Future-Proofing:
    • Road being constructed with an 8-meter width,
    • 21 cross-utility ducts have been laid to avoid re-digging for future cabling/utilities.
  • The electricity poles will be shifted to the side to widen the available road width while white topping is in progress.
  • Contractor to notify the society in advance and to plan in coordination with Association and Traffic Pilic to ensure that there will be one gate left for entry/exit during white topping.
  • GAIL pipelines: This has not progressed as planned. Prakash from the MLA’s team to follow up on the plan.
     
    📌 Ongoing Coordination & Community Involvement
  • Monthly follow-up meetings are planned to track progress and resolve issues.
  • The contractor will share construction plans in advance with community representatives to ensure smooth coordination and access during each phase.
     
    This update marks an important milestone in our collective efforts to improve infrastructure in our neighborhood. Let’s continue to stay engaged, informed, and supportive as this work progresses.
    This is just the beginning. We will need to now stay vigilant and ensure that the promises made are kept and teh project is completed as per the timeline.
