Improve animal welfare laws in all N.C. Counties
The Issue
This petition arises out of compassion, empathy, and an ethical imperative to protect the animals living in our communities. Suzie’s Law passed by the state is not being enforced by counties in North Carolina. In Johnston County & many other counties in North Carolina, the treatment of dogs and horses is far below the standards set by the state, and it's time for a change. As a concerned resident, I have witnessed dogs tethered, chained 24/7 in all temperatures & weather, creating extremely harmful living conditions for these poor creatures. Chains so short the dog only can sit, stand or lay down. No physical exercise or ability to stay warm or maintain muscle mass. Dogs forced to live or die in standing cold rain water & mud. Vulnerable to not only the elements but to other animals. These are pets that people CHOOSE to get. These animals are depending upon human beings to provide the basic ethical and humane living conditions. Johnston County and many other counties in North Carolina are not following what the state of North Carolina defines as humane and ethical with no tethering law. The misleading part is N.C. residents believe the no tethering law is being enforced across the state when in truth the counties decide their welfare laws which at this point are barbaric. Imagine a life on a chain in total solitary confinement in harsh weather conditions, boredom and loneliness.
Equine animals have been found without proper shelter, exposed to the extremely harsh elements.
Current laws are too lax in Johnston,Buncombe, Cleveland, Gaston,County and many others, leading to inhumane circumstances for the local animals. Dogs should be given a humane living radius of a minimum of 10 feet if not more on a tether, and the amount of time they are left outside on a tether should not exceed three hours. They should not be left in small cages outside either. Their enclosed shelter must contain clean, dry hay, and they should be provided with fresh food and clean water. Anything less is neglect.
Unfortunately, all of these basic necessities are not met under the current regulations, leading to an epidemic of animal neglect in our area. If an owner cannot or does not provide these necessities, there should be laws in place to remove the animal and provide it with a safe environment. Again these people chose to have their pets and with that comes responsibility and compassion.
We are calling on our local legislative and state bodies to reevaluate and improve animal welfare laws in Johnston County, Buncombe, Cleveland, Gaston, Granville, Iredell, Macon, Onslow, Watauga & Wilkes and all counties within North Carolina.
