
After works were promised in the Summer, here we are in mid January and nothing has yet happened. I know the Parish Council has been on this even longer, and it's mind boggling how it seems almost impossible to get anything done. I don't blame the people, it's the ridiculously bureaucratic systems and processes, checks and balances that prevent things happening.
I have been chasing regularly, but the last I heard was about a month ago ( have chased councillors and highways officers since, but no reply). Below is a full copy and paste of the last reply I received from the highways officer. I queried the mention of 'road narrowing' - as all discussions had referred to taking out current road narrowing, including the ridiculous one on the brow of the hill, and replacing with kerb to kerb speed bumps. Again, I've had no response to date.
"With respect to the traffic calming proposed for Main Street, during the advertisement period for the traffic calming we received a number of representations from residents of the area, objecting to the installation of traffic calming and the road narrowing that has been proposed.
Concerns raised centred over vehicle noise and that the road narrowing would reduce available on street parking and could pose a risk during night time hours, given the issues faced with the existing narrowing by the church.
Since this we have been in dialogue with them attempting to find a resolution to their concerns, including discussions at the last Parish Council meeting that was held. Unfortunately whilst there was some amendments that could be made to address some of the concerns, such as the road narrowing, we could not find a resolution to the issues respondents raised with regards to the traffic calming.
As such the next stage of the process needed to be followed – to produce a report detailing the comments received during the advertisement period, the consultation undertaken, options available and any potential changes, along with a Highways recommendation of how to proceed.
This report is then presented to the Chief Officer (Highways & Transportation) for his consideration and review, to allow him to make a decision on how to proceed, either to uphold the objections, uphold them in part and review the scheme for changes or to overrule the objections and proceed with the proposals as planned.
This report has been produced and is currently on circulation before being presented on the next Highways Board to be held on the 17th December.
Our recommendations are to overrule the objections with respect to the traffic calming as a whole and adopt a modification to the scheme, omitting the proposed buildout near to the village hall, and instead change the traffic calming originally proposed here to a kerb to kerb road hump, with an informal crossing point situated over this. This retains the crossing facility whilst avoiding he local concerns over loss of on street parking and the narrowing.
Once this has been presented to the Chief Officer and a decision made I would be able to update further. However should our recommendation be adopted we intend to issue the scheme to our contractor for delivery in the new year."
