The Issue

" Revolutionary programming that will push the boundaries and transform our culture" ~ Commissioner Martuscello.

As a Professional Prisoner/Rehabilitation Coach/Founder and Creator of O.U. I, Edward L. Summers, who throughout his incarceration (31yrs) committed himself to personal rehabilitation and positive programming earning a Liberal Arts degree and several certifications in Aggression Replacement Therapy, Alternative to Violence and Inmate Programming Assistance; Mr. Summers, who also worked as a facilitator in the areas of  Mental Health Awareness, Religion, Legal Research and HIV Awareness, believes incarcerated individuals can become better neighbors upon their return to society if they are effectively rehabilitated, and this belief in the transformative power of  genuine rehabilitation drove him to create an innovative and inclusive program called Observing Understanding Internalizing (OUI), designed to be implemented at the Clinton Correctional Facility.

This program is intended to foster personal growth, accountability, and self-awareness among inmates. Too often, the primary focus within correctional facilities is on punishment rather than rehabilitation. The Observing Understanding Internalizing program aims to shift that focus towards positive motivation, encouraging inmates to reflect on their actions, comprehend their consequences, and internalize the lessons learned for real personal development.

By incorporating regular workshops, counseling sessions, and peer-led discussion groups, OUI will offer inmates the tools and support they need to make meaningful changes in their lives. This structured approach not only promotes positive behavior while incarcerated but also prepares them for successful reintegration into society as responsible and contributing citizens.

Statistics from similar programs implemented across the country demonstrate a notable decrease in recidivism rates and an increase in post-release employment opportunities for participants. A comprehensive report by the National Institute of Justice highlights that offenders who undergo such rehabilitative programs have a 43% lower chance of returning to prison. These figures underscore how critical it is to embrace strategies that emphasize rehabilitation over punishment.

To bring the OUI program to Clinton Correctional Facility, we call upon the facility's administration, local government officials, and relevant stakeholders to recognize the inherent benefits of promoting rehabilitation through positive motivation. By taking this step, we can transform lives, strengthen families, and create safer communities for all.

Please lend your support and voice to this vital endeavor by signing this petition today. Let's hold our correctional system accountable for its role in rehabilitation and societal reintegration, ensuring that those who have paid their debt have the tools necessary to thrive upon their release. Sign to show that you believe in second chances and the power of positive change.
