Implement the 50+1 Fan Ownership Rule in English Football

The Issue

Football is nothing without fans. Owners come and go, but fans always remain. Too often fans loyalty has been exploited.

As a lifelong football fan, I have watched with growing dismay as the beautiful game I love has been increasingly dominated by corporate greed and oligarchy owners. The wealth of English Football has never been greater, yet its relationship with fans - the lifeblood of any club - has never been more distant. Fans are often left feeling powerless, voiceless and without a stake in their beloved clubs.


The 50+1 rule adopted by German Bundesliga is an excellent model that could revolutionise English football. This rule ensures that fans hold a majority of voting rights, meaning that no decisions can be made without their approval. It empowers fans to become members, protects their interests, invest in their clubs and even have representatives on the board. Whilst also allowing outside investment.

In England's Premier League alone, there are currently 20 teams owned by billionaires from around the world who often treat these historic institutions as mere commodities. This needs to change.

I believe it is time for our government, The FA and Premier League authorities to step up and protect our national sport from being further eroded by vested interests. They should legislate for a transition period requiring all Premier League clubs to eventually adopt this 50+1 fan ownership model.

This petition calls upon those who can effect change – UK Government officials; The FA; Premier League authorities; independent football regulators – to take immediate action towards implementing this rule across all levels of English football.
