Implement Stricter Regulations on Firework Usage in Harrow

The Issue

As a resident of Harrow, I have personally witnessed the dire consequences that come with the poorly regulated and non-compliant use of fireworks in our community. Our local wildlife, our children, and our pets are at risk, while the safety, tranquillity and cleanliness of our streets and public spaces are compromised.

While fireworks have their place in celebrations and special occasions, there has been a massive uptick in their misuse. They are frequently set off in an illegal manner, with carelessness and disregard for their potential dangers, well outside of the legally permitted hours and inappropriately close to public areas and houses, causing significant disturbances well into the night.

According to a 2018 report by the Royal Society for the Prevention of Cruelty to Animals (RSPCA), around 45% of dogs in the UK show signs of fear when they hear fireworks, not to mention the undoubted stress they cause to local wildlife. Beyond the harm to animals, fireworks also dramatically affect community well-being. They create noisy disturbances and environmental pollution due to firework debris polluting our streets and open spaces.

We urgently need a firm and comprehensive set of regulations specifically designed to protect our community, wildlife, and environment. These regulations should impose stricter limitations on the times when fireworks can be set off, enforce licensing for firework displays and raise the penalties for non-compliance, thereby making it easier to police and enforce the misuse of fireworks.
