A growing concern about the unchecked population of stray dogs in our city fuels this petition. Many kind-hearted people in our city are investing their time, energy, and resources to manage the proliferation of stray dogs, ensuring they receive proper veterinary care, including spaying and neutering. Despite their efforts, the challenge continues to grow each day.

Based on a report by the American Veterinary Medical Association, an estimated 6.5 million companion animals enter animal shelters nationwide every year, out of which approximately 3.3 million are dogs. It's evident from these statistics that we need more effective population control measures to curb this exponentially growing problem.

We propose the implementation of stringent breeding restrictions and mandatory spaying/neutering for dogs that do not qualify for breeding. Not only will this help regulate our city's stray dog population, but it will also combat backyard breeders and puppy mills contributing significantly to the overpopulation issue.

Responsible dog ownership should be more than a personal commitment; it should be a civic responsibility. Therefore, we implore our local government to act swiftly and decisively on this matter.
