Implement Mandatory Breeding Certification for Dog and Cat Breeders

The Issue

I am a resident of Houston, Texas, a city that is unfortunately known for its high number of abandoned pets. Each year, countless innocent animals are euthanized simply because they do not have homes. This situation has deeply moved me and prompted me to take action.

We need to address this issue at its root - irresponsible breeding. Therefore, we are calling on our government to implement mandatory breeding certification or licensing for dog and cat breeders. This would ensure that only those who have undergone proper training in animal care and welfare can legally breed their pets.

The proposed licensure program should include comprehensive education about the consequences of animal abuse, neglect, and abandonment. It should also enforce responsible practices such as requiring all puppies or kittens to be spayed or neutered before sale unless they are being sold to another licensed breeder.

In 2020 alone, approximately 6.5 million companion animals entered U.S shelters nationwide (ASPCA). A significant portion of these animals come from unregulated breeders who contribute heavily towards overpopulation issues leading to abandonment and euthanasia.

By implementing this certification process we can ensure that our beloved pets are bred responsibly and humanely while reducing the number of unwanted animals in shelters.
