Our community is increasingly at risk due to the presence of uncontrolled, stray animals that pose real threats to our residents, particularly children and the elderly. We've seen daunting incidents where dogs, left unsecured, have cornered children or tried to attack other fenced-in dogs.
**To the Honorable Members of the Town Hall:**
We, the undersigned residents of Colbert, Oklahoma, respectfully request the establishment of a dedicated Animal Control Department to address the growing concerns related to stray and neglected animals in our community.
**Background:**
In recent years, our town has experienced an increase in the number of stray animals, which has led to various issues including public safety concerns, property damage, and the spread of diseases. Currently, there is no formal system in place to manage these issues effectively, leaving residents to handle situations on their own, often with limited resources and knowledge.
**Reasons for Establishing Animal Control:**
1. **Public Safety:** Stray animals can pose a threat to residents, especially children and the elderly. Establishing animal control will help mitigate these risks by ensuring that stray animals are safely captured and cared for.
2. **Animal Welfare:** Many stray animals suffer from neglect, malnutrition, and untreated medical conditions. A dedicated animal control department will ensure that these animals receive the necessary care and attention.

Local residents have repeatedly contacted the Colbert Police Department regarding stray animals, only to be informed that handling such issues is not within their jurisdiction². Just that past week we've had Residents make these post on social media
"I had to put a cat down that's has babies somewhere around our house because of a dog. Around 6 dogs at any given time coming around here and killing chickens and now cats. I AM PISSED. Get a hand on your dogs or you will be missing them. PERIOD"

"yep just had to spend close to $300 on a vet bill from where loose dogs were trying to eat through a privacy fence and fighting my dog through the fence cause she did not want em in her yard"

I myself have witness dogs being attacked by someone else's pet that can't keep it in the fence.
I myself had defend a kid from the same dog.
