Implement a Mandatory 2 to 5 year Spay and Neuter law

We can lift Ban after 5 years or perhaps 3

PLEASE  PLEASE We need to make change for Dogs  and  Cats .We must start somewhere and no better thing then having all dogs and cats to be fixed.It can put a stop on over population,Back yard breeders,and animals ending up in kill shelters,or roaming the streets Etc.

Also think about if you don't have your animal fixed the health risks that can be involved 

such as pyometra,mammary tumor glands.reproductive cancers,prolapses emergency c sections ,infections animals being discarded after they can't produce anymore 

Stop this vicious never ending story of cats and dogs  dying at a high rate due to over crowded shelters,rescues.Please understand it's a process that will help the the Cats and Dogs  in the long run.

This law requires All Animal Shelters and Rescue Groups to Spay and Neuter all animal intake
