Not a first time - Why would this change a repeat offender?

Court records show Meyer was previously charged in Greene County as a minor being visibly intoxicated. The records show he failed to appear for a court date last month and had a warrant issued for his arrest. He also has a misdemeanor conviction for unlawful use of drug paraphernalia out of Pulaski County. He was given two years probation on that conviction. 2/10/15
