The Issue
Dear Honorable Minister of IRCC,
First and foremost, congratulations on your appointment as Canada’s Minister of Immigration, Refugees and Citizenship. We wish you every success in your tenure and hope that your leadership will continue to make Canada a welcoming place for talents and families from around the world.
On behalf of many HongKongers, we are writing to express our concerns of Hong Kong Pathway. Many HongKongers have been waiting anxiously for 16 months — some even over 2 years— without any updates or clear timelines, as opposed to 6 months in the early stage of the program. This uncertainty has left applicants in a state of limbo, disabling them to make long-term plans for their careers, education, or family life. We put our trust in Canada’s promise, uprooted our lives, and came here with the hope of building a new future. Yet, the lack of communication and unpredictable processing times have caused immense stress and anxiety, leaving many to wonder if their futures will remain in indefinite suspension, as well as facing risks of losing their job in Canada.
Therefore, we, Hong Kong Pathway Backlog Action Group, respectfully request your assistance with the following appeals:
- Fairness: Ensure Stream A/B Are Not Subject to H&C Immigration Target and be consistent with "Faster PR" promotion
- Justice: Address OOWP Errors and Establish an Appeal Mechanism
- Efficiency: Commit to Processing PR Applications Within One Year
Transparency: Establish a Dedicated Hong Kong Pathway Committee - Stability: Prioritize Lawful Immigration and Ensure Policy Stability
Lastly, we urge the government to prioritize lawful immigration applications and maintain stability in the Hong Kong Pathway’s policies. Clear, consistent policies are essential for applicants to make informed decisions about their futures. Safeguarding policy stability would further reaffirm Canada’s role as a trusted place for democracy seekers like HongKongers who are ready to rebuild their lives in and contribute to Canada.
We believe that together, we can make a difference and ensure that Canada remains a welcoming and inclusive country for all. Thank you for your understanding and dedication.
