We ask the UK government to shut down The Islamic Centres of England (ICEL), seize their assets and expel its organisational leads. 

What is the Islamic Centre of England (ICEL)?

"The centre, based in a former cinema in northwest London, is a registered charity which boasts assets of more than £4 million. It funds other Islamic centres in Glasgow, Cardiff, Birmingham, Manchester and Newcastle. The centre’s legal aims are “advancing the religion of Islam, education, and the provision of social and religious welfare facilities" [1]. "It also serves as an office for Ayatollah Ali Khamenei, Iran’s supreme leader, who has appointed its director, Seyyed Hashem Mousavi, a mid-ranking cleric" [1]. "The centre (ICEL) is part of a network of organisations considered to have close links to the regime in Tehran, including the Islamic Human Rights Commission (IHRC)" [1].

How is the centre backed by UK taxpayer money?

"The centre is entitled to claim taxpayer-funded gift aid on donations, which could be up to £150,000 a year" [2]. "The personal representative office of Iran’s supreme leader in London was given more than £100,000 by the British government as part of its coronavirus furlough scheme, annual accounts show" [2].

What are the political views of the ICEL? 

"Iranian officials regularly condemn Britain as “the Little Satan”, regarding it as a hostile power" [2]. Likewise, during the recent protests, the ICEL’s director, Hashem Mousavi "has described protesters against the Iranian regime as “Soldiers of Satan” and condemned women who remove their hijabs for spreading “poison” [3].

Moreover, "During the lockdown, the centre, which is also registered as a charity, was criticised by the Charity Commission for having hosted a vigil in memory of General Qassem Soleimani, the head of the Quds Force in the Iranian Revolutionary Guard Corps. Soleimani was killed in January last year (2020) by an American drone strike in Baghdad. He had been designated as a terrorist by the UK government for his organisation of Shia militias in the Middle East, particularly in Iraq where they were responsible for kidnapping and killing British soldiers and civilians" [2]. Therefore, “the Charity Commission gave the centre’s trustees an official warning after finding they risked associating the charity with a speaker who may have committed an offence under the Terrorism Act, as the speaker was filmed . . . appearing to praise and call for support for Soleimani” [3].

Furthermore, as can be seen from the official website of the ICEL [4], this organization has been holding an anniversary in memory and praise of the Iran revolution of 1979, annually. The centres also holds Islamic Republic's presidential election polling stations.

In light of the above information, it seems that ICEL has been supporting the same political ideas of the Iran regime’s officials. As such, although ICEL has described its aim as merely working in a religious capacity and not political, it has been taking a political position in support of Iran’s regime.

Therefore, we believe it is just and necessary for the UK government to take proactive responsibility in protecting the Iranian, Iranian-British and British people residing in the UK, by shutting down this organisation and its affiliated offices. 

ما از دولت بریتانیا می خواهیم که مراکز اسلامی ایران در بریتانیا را تعطیل کند، دارایی های آن ها را مصادره کرده و رهبران سازمانی آن را اخراج کند.

مرکز اسلامی انگلستان چیست؟

این مرکز که در محل سابق یک سینما در شمال غربی لندن مستقر است، یک موسسه خیریه ثبت شده است که دارایی های آن بیش از چهار میلیون پوند است. این مرکز به سایر مراکز اسلامی در گلاسکو، کاردیف، بیرمنگام، منچستر و نیوکاسل کمک مالی می کند.

اهداف قانونی این مرکز پیشبرد دین اسلام، آموزش و تأمین امکانات رفاهی اجتماعی و مذهبی است (۱). همچنین به عنوان دفتری برای آیت الله خامنه ای رهبر ایران که مدیر مرکز سید هاشم موسوی را به عنوان رهبر میانی منصوب کرده است، عمل می کند (۱). این دفتر بخشی از یک شبکه از سازمان هایی است که ارتباط نزدیکی با رژیم ایران دارند، از جمله کمیسیون حقوق بشر اسلامی (۱).

چگونه مرکز توسط پول مالیات دهندگان بریتانیا پشتیبانی می شود؟

این مرکز حق دارد سالانه تا سقف صد و پنجاه هزار پوند از منابع مالی که توسط مالیات دهندگان اهدا می شود مطالبه کند (۲).

صورت حساب‌های سالانه نشان می‌دهد که بیش از صدهزار پوند توسط دولت انگلیس به دفتر نمایندگی شخصی ولی فقیه ایران در لندن تحت عنوان طرح دولت انگلیس مبنی بر از کارافتادگی کرونا اعطا شده است (۲).

دیدگاه های سیاسی مرکز اسلامی چیست؟

مقامات ایران مرتباً بریتانیا را به عنوان «شیطان کوچک» محکوم می‌کنند و آن را قدرتی متخاصم می‌دانند. به همین ترتیب هاشم موسوی، مدیر مرکز اسلامی انگلیس در اعتراضات اخیر معترضان به رژیم ایران را سربازان شیطان توصیف کرده و زنانی که حجاب خود را برمی دارند به دلیل سمپاشی محکوم کرده است (۳).

علاوه بر این، در طول دوران قرنطینه، این مرکز که به عنوان خیریه نیز ثبت شده است، به دلیل برگزاری مراسم شب زنده داری برای یادبود سردار قاسم سلیمانی، فرمانده ی نیروی قدس سپاه پاسداران انقلاب اسلامی، مورد انتقاد کمیسیون خیریه قرار گرفت. سلیمانی در ژانویه سال ۲۰۲۰ در حمله ی پهپاد آمریکایی در بغداد کشته شد. او به دلیل سازمان دهی شبه نظامیان شیعه اش در خاورمیانه بخصوص در عراق، جایی که آن ها دست به آدم ربایی و کشتار سربازان و شهروندان بریتانیایی زده بودند، توسط دولت بریتانیا به عنوان تروریست معرفی شده بود. بنابراین کمیسیون خیریه به متولیان مرکز بعد از این که متوجه شد خیریه با یک سخنران همکاری کرده که ممکن است او طبق قانون تروریسم بریتانیا مرتکب تخلف شده باشد هشدار رسمی داد (زیرا در فیلمی که از سخنران گرفته شده بود، او ظاهرا به تمجید و حمایت از سلیمانی پرداخته است).

به علاوه، همان طور که از سایت رسمی مرکز اسلامی برمی آید (۴)، این سازمان هر ساله سالگردی به یاد و در ستایش انقلاب ۱۳۵۷ ایران برگزار می کند. 

این مراکز همچنین شعبه های رای گیری انتخابات ریاست .جمهوری جمهوری اسلامی را برگزار می کنند

با توجه به اطلاعات بالا به نظر می رسد که مرکز اسلامی از همان اندیشه های سیاسی مقامات رژیم ایران حمایت می کند. به این ترتیب، اگر چه مرکز اسلامی انگلیس اهداف خود را صرفا فعالیت مذهبی و نه سیاسی توصیف کرده است، اما در حمایت از رژیم ایران موضع سیاسی گرفته است. بنابراین، ما براین باوریم که عادلانه و ضروری است که دولت بریتانیا با تعطیل کردن این سازمان و دفاتر وابسته به آن، مسئولیتی فعالانه در حفاظت از ایرانی ها، ایرانی-بریتیش ها و بریتیش های ساکن بریتانیا بر عهده بگیرد.
