Subject: Enforcement of immediate CNAP rollout following the expiration of the March 31, 2026, deadline.

 

 Dear Sir,

       In February 2024, TRAI recommended the Calling Name Presentation (CNAP) service. 

     Following a "Back-Reference" from the DoT in September 2025, it was officially concluded that for 4G and 5G networks, implementation must be done on an "immediate basis" 

     Despite these high-level directives and a final deadline of March 31, 2026, the service is still not universally active.

      Citizens are legally mandated to link Aadhaar/KYC to every SIM card for "security." However, Telecom Service Providers (TSPs) like Jio, Airtel, Vi, and BSNL are stalling the use of this data to protect us. 

      The TRAI response (Oct 2025) confirms that trials for 4G and above were "conducted successfully".

         Therefore, citing "technical hurdles" for 4G/5G users is no longer a valid excuse—it is a refusal to comply with safety standards.

 

Our Demands:

 

   1. Immediate 4G/5G Activation: 

     As per the DoT's own "prima-facie conclusion," the CNAP service for all 4G and 5G subscribers must be activated immediately and by default.

 

    2. Mandatory Display: 

           We demand that the name registered in the Customer Application Form (CAF) be displayed for every call to ensure the caller's identity is verified and transparent 

  

  3. End to "Technical" Stalling:  

       Since successful Proof of Concept (PoC) trials have already been completed by TSPs, the Government must penalize companies that continue to delay the rollout 

  

     4. Device Compliance: 

           We demand the Government enforce the requirement that all mobile devices sold in India support the CNAP feature natively, ensuring no citizen is left vulnerable due to their handset.

 

       Every day of delay results in more victims of "Digital Arrests," cyber-terrorism, and targeted harassment. The Government cannot allow TSPs to prioritize "system upgradation costs" over the lives and security of Indian citizens. 

     We demand the immediate, default activation of CNAP as promised.

       Identity verification is a right, not a luxury. Implement CNAP now.
